Introduction
By virtue of our obligation and accountability as United Nations Country Team (UNCT) towards the affected populations, and in line with IASC and CHS Alliance guidelinesi, all aid actors must take clear steps to mitigate sexual exploitation and abuse (SEA) risks, prevent and respond to these unacceptable acts against the beneficiaries of assistance provided in the context of our Operation.
Key PSEA Action Points
UNCT members are required to take the appropriate steps to ensure that all interventions in favor of affected populations integrate the following protection from sexual exploitation and abuse (PSEA) mitigating, prevention and response measures:
1. All UNCT members must commit to implementing the Minimum Operating Standards (MOS) on PSEA by Own Personnel, as revised in August 2024.ii
2. Strengthen your operational approaches (organizational strategies, projects and plans) to mitigating the risks of, preventing, and responding to sexual exploitation and abuse.iii
3. Nominate PSEA Focal Points to actively participate in the PSEA Network in line with the Terms of Reference (ToR)iv using this link.
4. Ensure the systematic PSEA training/induction of all staff and affiliates contractors deployed in the field and in direct contact with beneficiaries.
5. All deployed staff must sign their Agency/Entity's Code of Conduct (CoC).
6. Conduct mandatory PSEA Capacity Assessment for Implementing Partners in line with the UN Protocol on SEA Allegations involving Implementing Partners and UN implementing partners capacity assessment.v Vendors and contractors must be assessed and held accountable to core PSEA
principlesvi in line with the UN implementing partners’ capacity assessment above
mentioned.
7. All contracts, grant agreements and letters agreement should include PSEA provisions.
8. Innovative community awareness messages (e.g. digital format) on the prohibition and
reporting of sexual exploitation and abuse in all offices, gathering sites and distribution
points, mainly in the local languages and sensitize the community.
9. In collaboration with the Accountability to Affected Populations Working Group (AAP
WG), establish confidential reporting channels that are safe and accessible according to
community preferences.
10. Strengthen reporting through Community Feedback Mechanisms (CFMs).
11. Report without delay any act, rumor or suspicion of SEA in accordance with the Inter-
Agency SOPs for PSEA in Sudan. (See Annex I)
12. Provide a survivor-centredvii assistance to victims/survivors and ensure accountability to
investigations in line with the UN Protocol on the Provision of Assistance to Victims of
Sexual Exploitation and Abuse.
13. Mobilize dedicated funding resources for PSEA interventions, including PSEA related
personnel.
