Insecurity Insight identified 465 incidents of violence against or obstruction of health care in Sudan since fighting started between Sudan Armed Forces (SAF) and Rapid Support Forces (RSF) in April 2023 and 30 September 2024. At least 60 health workers were arrested or detained in 26 incidents. Health workers were arrested at checkpoints, health facilities, inside their homes or while travelling to provide medical care to remote areas. The RSF were most commonly identified as the perpetrators with five incidents attributed to the SAF. In some cases, health workers were arrested on accusations of having affiliations with or providing medication to opposing forces. Some detained health workers reported being beaten while detained and on one occasion, two male medical volunteers had their heads shaved while detained by the SAF. Twelve of the 60 arrested health workers were reportedly released. One detained doctor was executed by the RSF, allegedly due to suspicions of his affiliation with the SAF. The fates of the remaining staff were not recorded.
Most health worker arrests in 2023 were recorded in Khartoum state. The exceptions were two incidents in Nyala city in South Darfur, including one where at least 20 doctors were arrested by RSF forces and allied militias on accusations of treating SAF forces. Since January 2024, health worker arrests have been recorded in Al Jazirah, Blue Nile, North Kordofan, Northern and Sennar states.
