Sri Lanka - Tropical storm DITWAH, update (DG ECHO, Copernicus EMSR, DMC Sri Lanka) (ECHO Daily Flash of 8 December 2025)

  • The humanitarian impact continues to increase following the passage of tropical storm DITWAH, which triggered severe flooding and landslides across much of Sri Lanka.
  • As of 8 December, the Disaster Management Center (DMC) reports 635 deaths and 192 missing persons, including 81 in the Kandy district and 39 in the Kegalle district. Additionally, 61,861 people remain displaced across 690 government and community-run shelters. The storm has affected more than 2.18 million people across 25 districts, destroying 5,325 houses and partially damaging 81,163 others.
  • On 29 November, Sri Lanka requested assistance through the EU Civil Protection Mechanism (UCPM). In response, Germany has offered in kind assistance including shelter items and Italy offered technical expertise. On 1 December, the Copernicus Emergency Management Service (EMS) was activated in rapid mapping mode (EMSR851). So far, 30 maps have been produced.
  • Humanitarian needs remains high and a multi-sectoral response is necessary. DG ECHO proposed response prioritizes WASH, shelter and cash assistance. DG ECHO WASH and shelter technical expert is being deployed to Sri Lanka.
