Security Situation

36 new permanent preschools to be build in North and Eastern Provinces

In Jaffna one EPDP cadre distributing copies of a tamil weekly (EPDP publication: Thinamurasu) was shot dead by two unknown gunmen on a motorcycle on the 28th of July around 12:30 p.m. in Stanly Road, inside Jaffna town. This resulted in a strong police and army presence and they blocked off the area.

In Trincomalee the town area is tense due to the check points in town area. Vehicles are been checked (randomly) & names / details are recorded by the armed forces.

Education

Early Childhood education

Tamils Rehabilitation Organization will be starting the foundation for 36 permanent preschools in North and East Provinces with funds provided by SCiSL. This project will cost 210,000 US $.

In Jaffna a meeting was held with Preschool Education Development Committee, proposal to buy 40 bicycles for preschool teachers in tsunami affected areas was approved. Purchase completed, distribution is in progress.

In Jaffna, gross assessment on Complementary feeding was completed in 23 preschools. Proposal received from PSEDC, targeting 750 children, and from Institute of Nursery studies targeting 250 children. Agreement will be signed in first week of August.

Child Protection

SCiSL in Batticaloa has had meetings with Probation Department and done follow ups and registration on 34 new cases

Children Affected By Armed Conflict/ Disaster (CAAC/D)

Under Community Based Development, 4 villages selected & Proposal submitted and approved in Batticaloa. Setting up offices in village is being prepared.

A total of 80 FIT persons ordinances have been finished in Jaffna

Co-ordinations

On 28th we SCiSL in Batticaloa met with UNICEF, Probation, ESCHO and Mangrove to set up a pilot system for "Monitoring and Care of Separated Children in Foster Families" in Batticaloa.

SCiSL attends the fortnightly Psychosocial Sub-Task Force meeting on Wednesdays and the Psychosocial and Protection Task Force meeting at Mangrove every Thursday and also the Suriya meeting on Women's Coalition for Disaster Management on Saturdays.

In Trincomalee discussion are underway with ZOA, IOM & Sewa Lanka who are involved in activities in the transitional camps & discussed regarding education programme.

Capacity Building/training for Staff and Partners

Four of the Social Workers in Batticaloa SCiSL have participated in two days training on "Psychosocial approach to Children affected by conflicts", and four have participated in two days workshop on "Case Management" in Batticaloa Hospital headed by Dr. Ganesan.

SCiSL has also started to train the communities in selected villages in Batticaloa on Child Rights.

On 26th July we had a training workshop in Kothiyapulai where 42 women attended

In Jaffna to ensure quality of work UR social workers have started weekly supervision and coaching sessions with CPA as coach.

All SCiSL Livelihood staff together with 3 partners (local NGO's) started their 6 week training in PLA (Participatory Learning Approach) with trainers from India. PLA trainers arrived in Jaffna on 21st, and have had preliminary meetings with staff , DM and partners before starting the training. Trainers have visited selected sites with the partners to meet the CBOs and some of the families of the livelihood project.

New Livelihood PDM has joined the staff.
