The Consolidated Appeals Process (CAP)/ Common Humanitarian Action Plan (CHAP) workshop took place on 15 November 2007. Representatives from the Government of Sri Lanka, donors as well as IASC members and other participating NGOs met to discuss inputs to the CAP/CHAP 2008. The aim of the workshop was to ensure a common understanding of the CAP/CHAP process and to agree a broader framework for next year's CHAP. All sectors that will participate in the CHAP 2008 presented their initial sectoral response plans, when identifying priority needs and main objectives. Based on the outcome of the workshop sectors will now identify priority projects for 2008.
KILINOCHCHI DISTRICT
Situation update
Shelling continues in areas south of Kilinochchi district, Vadamaradchchi East and coastal parts in Poonakary. Hence, those areas remain inaccessible to humanitarian agencies.
Internally Displaced Persons
The Divisional Secretariat of Manthai West reports that since September 2007, 2,683 families (10,574 members) have been displaced from areas closer to the Mannar Forward Defence Line (FDL) and are now settled in 9 GS divisions within the division.
Sector Response
Shelter
14 November, World Vision has constructed 200 temporary shelters (TS) at the Vellankulam IDP location in Manthai West.
FORUT assisted 75 IDP families from various IDP locations in Kilinochchi district to re-thatch their temporary shelters, which were constructed during previous displacements in 2005 and 2006. Last week, FORUT completed the construction of 10 TS for the newly displaced now settled in Kilinochchi.
Food
WFP transported 40 MT of wheat flour, 20 MT of vegetable oil and 10 MT of dhal across the FDL for Mullaitivu's dry ration distribution. Similarly, 34 MT of dhal and 4.2 MT of oil was transported for Kilinochchi district's dry ration distribution.
Food Security
6 and 13 November, FAO with the Department of Agriculture organized a training on 'improved home gardening techniques' and distributed vegetable seeds and mammoties to 250 most vulnerable households in the Puthukkudiyiruppu, Kumulamunai, Udaiyarkaddu, Alampil and Mulliyavalai villages of Mullaitivu district.
Water and Sanitation
Since September 2007, World Vision has been tankering water to five IDP locations in the Manthai West area and distributes 48,000 liters of water per day.
NFRI
13 November, UNHCR distributed NFRI items to 51 families displaced from the Manthai West areas and now settled in Thunukkai AGA division.
7-13 and 14 November, ICRC distributed NFRI items to 402 IDP families coming at 7 IDPs locations in Manthai West AGA division.
Protection
Norwegian People Aid (NPA) mapping and survey teams have completed the general investigation of the FORUT IDP shelter project sites, while the mapping team of NPA is currently preparing low risk confirmation letters for these 16 locations.
NPA mapping and survey team have completed the general survey of the 6 locations requested by UNOPS, in order to start building temporary shelters as an UNHCR implementing partner. The last three low risk/ recommendation letters for mine clearance were handed over to the relevant persons.
The NPA manual verification team completed a Battle Area Clearance (BAC) in Mankulam at Kolarpuliyankulam, where the local NGO Vavuniya Development Rehabilitation Organization (VDRO) plans to build a heath center to assist IDPs settled in the area. Nearly 430 UXOs have been removed from this location.
Livelihood
The sixth round of UNHCR's Quick Impact Projects (QiPs) programme funded five projects with a total value of Rupees 7.7 million. The projects will be carried out through implementing partner SOLIDAR.
FORUT with UNHCR funding provided income generation assistances to five IDP families in Kilinochchi. Similarly, FORUT utilizing funds from the Ministry of Foreign Affairs of Norway and NORAD assisted 23 families from Kilinochchi and Mullaitivu district with income generation activities.
Capacity Building
FORUT conducted a training programme on coir production for 25 women including from IDP families in the Koddakaddiyakulam village in Mullaitivu.
UNHCR together with its local partner organized a training session on "small business best practices" for beneficiaries of its QiPs programme in Puthukkudiyiruppu-Mullaitivu district.
Environment
FORUT distributed trees to 80 families in Mayavanoor in Kilinochchi and Thaddayarmalai in Mullaitivu.
Food Security [Jaffna District]
FAO with the Dept. of Agriculture (Ext) and through implementing partners World Vision, Caritas & Sewa Lanka Foundation distributed vegetable home garden kits with recommended fertilizer and provided training on 'improved agricultural techniques' to 334 IDPs and vulnerable household on 7, 9 & 10 November in Chavakachcheri, Uduvil , Chankanai, Pointpedro, Sandilipay Thelipalai and Velanai DS Divisions.
