Sri Lanka: Kilinochchi, Mullaitivu, Mannar, Vavuniya, Trincomalee, Batticaloa & Ampara Situation Report # 97

24 October, the United Nations commemorated the 62nd United Nations Day at the UN Compound in Colombo 7. The commemoration began with a United Nations flag hoisting ceremony, accompanied by the hymn to the UN and was followed by a speech of the United Nations Resident and Humanitarian Coordinator (RC/HC) Neil Buhne. The guests were the Additional Secretary of the Ministry of Foreign Affairs, Mr. Maduwegedera, heads of United Nations agencies, partners, students, the media and UN colleagues. Situation Update

For the third time in 2 weeks, new procedures for crossing the Omanthai Forward Defence Line (FDL) have been given to the humanitarian community. The request requires organizations to submit the name of the authorizing officer apart from a full staff list of the organization.

Shelling continues in areas south of Kilinochchi district, Vadamarachchi East and coastal parts of Poonakary and therefore these areas remain inaccessible to humanitarian agencies.

Internally Displaced Persons

District Secretariat of Kilinochchi reported as at 22 October that the IDP figure for Kilinochchi district is 13,219 IDP families (50,994 individuals) while Mullaitivu District Secretariat reported 9,068 IDP families (32,370 individuals) as of the same date.

Sector Response


Sewa Lanka Foundation as an implementing partner for IOM in temporary shelter [TS] construction in Manthai west- Mannar areas reported on 24 October that they started the construction works for 150 TS in Illupakadawai village in Manthai west division last week. All these TS are focused on the IDPs fled from areas closer to the confrontation areas of Manthai west-Mannar district and settled in this village.

As of 24 Oct, ZOA is currently constructing 25 TS in Mulankavil area-Poonakary division for IDPs displaced from Manthai west areas. Similarly, ZOA is continuing the construction works for 100 TS to the IDPs displaced in August 2006 and settled in Oottuppulam village-Kilinochchi district. In addition, ZOA is also constructing 52 TS for IDPs settled with Rankan settlement in Kandawalai division, Kilinochchi.

During the week, Solidar completed 15 TS in Paaliyaru IDPS location-Manthai west where they are building 250 TS and 5 in Puthukkudiyiruppu-Mullaitivu where they have completed 50TS for IDPs displaced in 2006.


24 October, WFP transported 40 MT of sugar and 20 MT of dhal into Kilinochchi and 20 MT of dhal into Mullaitivu for its ongoing IDP dry ration distribution.

Water and Sanitation

19 October, Oxfam completed the construction of a water purification plant and handed it over to IDPs at the Arasapuram IDP location in Poonakary where over 800 IDP families will benefit.

FORUT renovated two common wells in Anaivilunthan and constructed one common latrine in Kanagapuram village in Kilinochchi. Nearly 80 IDP families will benefit from these projects.

As implementing partner for UNICEF; Solidar completed the construction of 14 latrines at eight schools in Mullaitivu district.


19 October, the Danish Refugee Council (DRC) delivered NFRIs to 19 IDP families displaced in early 2006 from Trincomalee district and now settled in the Uppumaveli village in Mullaitivu.

ZOA Refugee Care distributed NFRI sets to 47 IDP families displaced from Manthai West and settled in Mulankavil.


Save the Children in Sri Lanka (SCiSL) constructed four Early Childhood Care Development Centers (ECCDC) in Mullaitivu using locally available materials. 145 children will benefit.

SCiSL distributed supplementary food items to ten ECCDCs in the district benefiting 300 children.

SCiSL placed sign boards on the importance of education at eight locations in the district.

Under SCiSL's basic education programme, 429 children of ten government schools were provided play parks. SCiSL also provided school furniture to 253 children of six schools in both districts.

ZOA Refugee Care last week provided 32 bicycles to students of the Thunukkai education zone in Mullaitivu and 19 bicycles to students in the Kilinochchi Zonal Education Area.


ZOA conducted a health survey among 99 pre-school children living in the Maruthanagar and Tharani settlement in Kilinochchi district. ZOA also organized a health awareness programme for the parents of the pre-school children on the same day.

SCiSL organized an awareness programme on health habits and nutrition for 100 beneficiaries in two locations from Kilinochchi.


FORUT distributed paddy seeds, fertilizer and pesticide to nine families selected from the districts. FOURT also assisted 18 families with poultry keeping and two families with goat rearing.

21 October, FORUT undertook the renovation of a 4 km internal road in Thaddayarmalai (Oddusuddan AGA Division- Mullaitivu) and in Ponnakar village (Karachchi AGA division-Kilinochchi) under a cash for work programme. 350 individuals have been directly involved in these projects while 3,000 families have been identified as indirect beneficiaries. FORUT is also renovating one channel in Mudakkanaaru for the benefit of 300 vulnerable families.

CARE assisted 34 vulnerable families in Pannankandy with cattle rearing and organized a training setting up a business for 36 beneficiaries. CARE with the Department of Agriculture provided home garden training to 72 beneficiaries. Food Security [Jaffna District]

FAO with the Dept. of Agriculture (Ext.) distributed three bushels of seed paddy per beneficiary with recommended fertilizers and provided training on improved agricultural techniques to promote paddy cultivation to 240 vulnerable beneficiaries on 21 and 22 October.

18, 19 and 22 October, FAO with the Dept. of Agriculture (Ext) through implementing partners World Vision and Sewa Lanka Foundation distributed vegetable home garden kits with recommended fertilizer and provided training on improved agricultural techniques to 184 IDPs and vulnerable households in Velanai, Uduvil , Chankanai, Karaveddy.
