JAFFNA DISTRICT
Situation update
- The general security situation in the Jaffna peninsula remained tense during the week, especially in areas around the FDL. The SLA and Navy have increased checks on vehicles and personnel in the mainland and islets. Cordon and search operations especially in Thennamarachchi areas have increased. Roads continue to be blocked to allow military convoy movements.
- The passenger ship operating between Kankasanthurai and Trincomalee has suspended its service for maintenance until 02 November.
MANNAR, VAVUNIYA, KILINOCHCHI & MULLAITHIVU DISTRICTS
Situation update
- Aerial bombardments and heavy shelling have been reported over the past week as fighting refocused on the areas around Kilinochchi town.
- There have been no seasonal rains in the Vanni over the past week giving respite for the estimated 20,000 families in most urgent need of shelter assistance. Thousands of IDP families are still taking shelter under tarpaulin sheets in IDP sites in the Vanni.
Sector Developments/Gaps
- The office of the RDHS-Kilinochchi reported that two lorry loads of the Ministry of Health drug allocation which makes up the third quarter allocation (including badly needed anti-snake venom) was transported to the Vanni from Vavuniya last week while the third quarter allocation for Mullaithivu is awaited.
- The RDHS-Kilinochchi opened a ward at the Thamapuram heath facility (hospital). An average of 900 patients visit the Out Patient Department daily and 300 patients are currently in the ward.
- The GA of Kilinochchi reported on 29 October that WFP's dry ration distribution is continuing through MPCS outlets for 38,763 families (148,109 individuals) in Kilinochchi district. ZOA and World Vision were able to transport two truckloads of complimentary food items into the Vanni last week, which will be distributed through the volunteer aid workers.
- ICRC distributed 8,500 tarpaulin sheets to vulnerable IDPs who have been recently displaced in the Kilinochchi and Mullaitivu districts. Of this total, 7,000 sheets were distributed in Karachchi and Kandawalai divisions in Kilinochchi District, with the rest going to PTK division in Mullaithivu district. The ICRC also distributed 2,000 emergency and hygiene kits during the same period.
