Findings indicate that affected households face overlapping protection risks in both collective shelters and areas of origin, including concerns related to women’s safety, hazard exposure, and structural insecurity. These conditions affect perceptions of safety, dignity and well-being across displacement settings. The report presents an analysis of protection needs and concerns, building on Assessment Reports carried out between January and February 2026 across the six assessed districts: Puttalam, Batticaloa, Kandy, Jaffna, Nuwara Eliya and Badulla.
The assessment conducted by the Displacement Tracking Matrix (DTM) in Sri Lanka covers protection needs and concerns in response to Cyclone Ditwah. The methodology included a mixed method design including both quantitative (DS-level, Admin 3) and qualitative (District level, Admin 2) components. The quantitative component interviewed 275 key informants across all DS divisions in six districts between January and February 2026. KIs included, CBOs, community leaders, NGO-CSOs, Government officials, IDPs and returnees among others. The qualitative component included 36 semi structured interviews were conducted between January and February 2026 with displaced persons and returnees.
