INTRODUCTION
Cyclone Ditwah made landfall in Sri Lanka on 28 November 2025, triggering widespread flooding and landslides. District-level reporting from the Disaster Management Centre (DMC) indicates that displacement in Jaffna was initially reflected through the establishment and use of safety centres, but declined rapidly over subsequent days. On 1 December 2025, DMC reported 57 safety centres hosting 1,619 families (5,323 persons).1 By 3 December, this had reduced to 29 safety centres hosting 693 families (2,215 persons), indicating rapid exits from formal sheltering. By late January 2026, DMC data indicated zero safety-centre occupancy in Jaffna, while reporting hundreds of partially damaged houses,
highlighting that recovery needs persisted beyond the period of acute, safety centre-based displacement.
