As Conflict Escalates in Sudan, UNHCR and Partners Seek $468 Million to Support Surging Refugee Needs in South Sudan

Friday – New arrivals from Sudan have surged drastically since early December as fighting between warring factions moved closer to the South Sudan border. Since the start of the conflict in April 2023, more than 900,000 people have fled to South Sudan, which now hosts over 506,000 refugees, with an anticipated 150,000 new arrivals in 2025.

In response to this growing humanitarian crisis, UNHCR, the UN Refugee Agency, in collaboration with 47 humanitarian and development partners, has launched the 2025 South Sudan Country Refugee Response Plan (RRP), appealing for $468 million to meet emergency needs and longer-term solutions for refugees, as well as to support host communities.

The 2025 RRP adopts a comprehensive humanitarian-development-peace nexus approach, ensuring immediate life-saving assistance is coupled with efforts to build resilience and promote sustainable development. This strategy aligns with global commitments, including the Global Refugee Forum pledges, to enhance refugee selfreliance and ease pressures on host countries.

UNHCR leads this coordinated initiative, working closely with government agencies, UN entities, and national and international organisations. The RRP is aligned with South Sudan’s National Development Strategy and the Sustainable Development Cooperation Framework, reinforcing national ownership and promoting social cohesion. Recognising evolving displacement trends, the plan introduces urban refugee programs to address the growing demand for tailored support in urban settings. It also emphasises cash-based interventions, sustainable livelihood initiatives, and climate-resilient strategies to foster selfreliance and reduce dependency on humanitarian aid.

The success of the 2025 South Sudan RRP depends on global solidarity and support. UNHCR and its partners urge donors, private sector stakeholders, and the international community to contribute generously to this critical response, ensuring the dignity, safety, and resilience of displaced populations and their host communities.
