At the request of the Humanitarian Country Team (HCT) and with the support of South Sudan’s Relief and Rehabilitation Commission (RRC) and National Bureau of Statistics (NBS), and under the mandate and coordination of the United Nations Office for the Coordination of Humanitarian Affairs (OCHA), the International Organization for Migration (IOM) Displacement Tracking Matrix (DTM) conducted the Intersectoral Needs Assessment (ISNA) from September to November 2025. This assessment engaged over 11,000 household respondents across all ten states of South Sudan, plus Abyei Administrative Area. The ISNA aimed to collect and analyse data on household needs and vulnerabilities, displacement and migration history, Shelter and Non-Food Items (SNFI), Water, Sanitation, and Hygiene (WASH), health, education, protection, humanitarian assistance, and social cohesion at a representative household level.
The ISNA was developed in collaboration with global cluster coordinators, in-country information management officers from key sectors such as WASH, education, shelter/ NFI, health, protection, and the Community Engagement Working Group (AAP). With this coordinated effort and RRC’s support in facilitating access to communities, the ISNA addressed critical information gaps for the 2025 Humanitarian Needs Overview while providing updated insights for shaping the 2026 Humanitarian Needs and Response Plan. This comprehensive data collection ensures that humanitarian actors can better prioritise interventions to address urgent needs effectively across South Sudan.
