Overview

On 3 June 2025, the County Commissioners of Yei River, Morobo, Lainya and Kajo-Keji, together with the Relief and Rehabilitation Commission (RRC) launched the Durable Solutions Roadmap for Central Equatoria State. This roadmap, developed with support from IOM and the RSRTF, outlines a locally led four-year strategy to support the sustainable return, reintegration, and recovery of displaced populations in the four counties of Central Equatoria State. It promotes coordinated action by government and partners to address displacement impacts and foster resilience through area-based and people-centred approaches.

Key Objectives

Based on the analysis of the displacement and socio-economic context in the four counties, three main objectives have been identified to address the recovery and integration needs in the counties:

Objective 1 - Supporting the recovery and development of areas receiving large numbers of returnees to ensure sufficient service provision and access to livelihoods for all populations.

Objective 2 - Providing assistance during the transitional phase to returning or relocating South Sudanese refugees and IDPs to enable them to settle in a safe and sustainable manner.

Objective 3 - Negotiating peaceful solutions to conflicts and provision of alternative, longer-term settlement options to IDPs still feeling unsafe to return.

Context

Since 2018, Central Equatoria State has seen a substantial influx of returnees, alongside continued internal displacement. The return process has been driven by declining conditions in refugee-hosting countries and perceived improvements in local security. However, challenges remain, including limited access to basic services, fragile governance structures, land disputes, and intercommunal tensions.

Strategic Approach

The roadmap adopts a comprehensive and area-based strategic approach that:

  • Diagnoses and addresses barriers to durable solutions for populations affected by displacement, using an area-based approach.
  • Promotes the (re)- integration of returnees and development of the areas receiving returnees.
  • Guides the county governments to achieve sustainable integration of displacement affected populations, ensuring attention to vulnerable groups, including persons with disabilities, separated children and single-headed households.

Implementation and Monitoring of the Roadmap

Progress on the roadmap will be monitored by county authorities, led by the County Commissioner’s offices in coordination with the RRC and relevant line ministries. Regular updates will be shared with the Central Equatoria State government and its Taskforce on Solutions. The roadmap outlines short- and medium-term actions, which may be adapted based on context, funding, and feedback. Monitoring will assess the effectiveness of reintegration efforts and track displacement trends. Partners will support joint monitoring and activity reporting, while ensuring that the views of affected populations are prioritised and integrated. All monitoring will align with national strategies on durable solutions.
