- On 29-30 April, UNHCR convened an inter-agency coordination meeting in Nairobi to formulate a regional contingency plan for refugee outflows from South Sudan. Repre-sentatives came from Sudan, Ethiopia, Kenya, Uganda, as well as South Sudan itself. The meeting was chaired by UNHCR’s new regional refugee coordinator for the South Sudan crisis, Ann Encontre. Agencies discussed the “most likely” and “worst case” scenarios for inter-agency planning, and also agreed on a set of minimum standards for service provision to the refugees. A regional contingency plan is now being developed, which will form the basis of a regional appeal to be presented at the South Sudan donor pledging conference in Oslo on 20 May.
