Situation overview

Leer County is one of the counties under Unity state, with an estimated population of 73,000 before South Sudan 2013 crisis.
This County has been hit by two incidents that have caused displacement to the affected population and make them more vulnerable. The first incident started in November to December 2021 between Leer community and Mayendit community and significant number of people displaced, and properties looted and destroyed.

The second incident started on the 10th of February 2022 between SPLA-IGled by Koch and Mayendit commissioners.
This conflict started in Mirmir Payam of Koch then escalated to Tutnyang Payam of Mayendit then later to other locations under Leer County. Affected Payams in Leer County are Padeah, Guit and Bow with the following villages burned down to ashes; Gueny, Waak, Tiep, Kur, Thaah, Padeah, Gandor, Nyamirnyal, Koat, Kuerir, and Kuiny as well as some of the villages under Payak Payam of Leer County. The affected payams in Mayendit County includes Tutnyang and Luom with the following villages burned down to ashes: Luaal, Dhorjaak, Leah, Kuerlel, Bher, Luahl,
Boudh and some of the villages under Luom Payam of Mayendit county. 19 schools in which 12 under Leer, 4 under Mayiandit, and other 3 under Koch were burnt down to ashes.

Humanitarian partners on ground confirmed 4,365 HHs of 25,807 individuals displaced to Leer County HQ (HRSS tracked from 16-19 Feb 2022), meanwhile RRC on the other hand have confirmed displaced population of 6,498 HH of 38,982 individuals (from the onset of the conflict till 20 February 2022) affected and displaced from their various villages and currently in Leer Town. More people from different villages are still coming to the town and the population of IDPs keep increasing. Their livestock, properties looted/taken and destroyed. Shelters were burnt down to ashes leaving them without food, shelters, sleeping materials, cooking sets, clean drinking water. Health facilities and schools in the affected areas are closed/stop operations and congested in town. The displaced people are sheltering in public places that include Churches, Shops in the markets, schools, under trees in open spaces exposing them to all sorts of risks and others hosted by host communities. The affected population has no food, shelter materials, clean water as the existing water point are overwhelmed, no sanitation facilities, drugs as some health centers vandalized and others closed. Protection concern increasing (GBV/rape cases, burning of people in Tukuls, and separated/missing children). Children that are affected by the crisis developed mentality or attitude of joining youth groups in the area. High morbidity seen on MAM and SAM, diarrhoea and pneumonia with other acute respiratory infections in under five years of age and pregnant mothers.

Health staff are being targeted when going for supportive supervision and CHD staffs who are contracted by MoH through HPF and other NGOs working in the area are being threatened and being targeted for revenge killing WFP/NRC rub hall in Padeah is looted and everything in it has been taken away. The food items looted include 89.29 bags of Sorghum, 155.2 gallons of vegetable canola oil, and 232.27 sachets of LNS. UNIDOR nutrition center in Tutnyang is looted and burnt, and their health center PHCUs in Tharoup/Luaal, Guat, and Gandor were looted. All furniture including solar and solar fridge for vaccines drugs and nutrition commodities have been taken and the grass fence burnt. MSF health centers in Rubnor, Rieri, and Pantot closed due to insecurity in the areas.

During the assessment, partners (UNHCR, WASH Cluster, CH, MSF, and UNIDOR) contributed light response that was provided to some vulnerable of the affected population. The items distributed include cooking sets, blankets, plastic sheets, soaps, aqua tabs, filter cloths, mosquito nets, sleeping mats, buckets, and Dignity kits.
Immediate life-saving assistance is needed in all key emergency food, Shelter & NFIs, medicine, Water and sanitation hygiene, nutrition, protection and Education. Clusters members agencies are mobilizing for response.
