The multi-cluster assessment was conducted on 1 June 2021 in response to report from Local authorities to the Jonglei State Relief and Rehabilitation Commission (RRC) and UNOCHA on dire humanitarian situation of the affected population- returnees, IDPs, and host communities- of Machdeng Boma, Baidit payam. The assessment was led by the Rehabilitation and Relief Commission (RRC), OCHA, and UNHCR as ICCG co-lead, with participation of Jonglei ICCG/ Cluster Leads/ focal points and government line ministries officials (except Education Cluster). The assessment aimed to provide an immediate and quick overview of the emergency for the floods affected in the area inorder to identify immediate impacts, key priority responses, gaps and challenges.
The area which was affected by floods since July 2020 experienced massive displacement of the people to Bor South/ town, Mingkaman, Mangala, and other locations; while other people got displaced within the area to high grounds to reside with host communities. Since Febuary 2021, the people have increasingly returned to Baidit, after the water level receded, with improved road condition/ access following road rehabilitation by WFP with its partner NGO JAM, and the need to return to secure land and homes with dykes. Other push factors for return were the need for children to return to schools, and the generally poor living conditions and lack of basic amenities in displacement locations and IDP sites.
