South-central:

In Dobley, the process of establishing Jubaland Federal administration kicked off on 23rd February, 2013 in Kismayo, the capital of Lower Juba region. 500 delegates representing different clans from Middle Juba, Lower Juba and Gedo regions were scheduled to participate in the process as well. On 21st February, a group of government officials including members of parliament from the Jubas organized a meeting in Mogadishu calling for a more government-driven process.

Somaliland:

Two suspected AS members were arrested in Las anod in connection with the killing of a religious Clerk Sheikh Abdiqadir Nur Farah, shot dead in a mosque. Police pointed out that the two suspects had fled from Garowe and were heading to an unknown destination in Somaliland.

The Son of Faisal Ali Warabe, the chairman of the UCID opposition political party was arrested along with his wife (both from Finalnd) in Las anod town, allegedly for ties with Al Shabab.

Four people (2 Syrian men and 2 Somali women) were arrested at Oriental Hotel in Hargeisa town accused of disrespecting local traditions. The accusation was apparently made by the Minister of Awqaf and Islamic Affairs.
