SOMALIA - HAZARDOUS MATERIALS ACCIDENT
INFORMATION REPORT NO. 1
27 SEPTEMBER 1985

SITUATION

1. THE PANAMIAN REGISTERED CARGO VESSEL M/V ARIADNE WENT AGROUND 24 AUGUST 1985 AT ENTRANCE PORT MOGADISCIO. CARGO CONSISTS OF HIGHLY INFLAMMABLE AND TOXIC CHEMICALS, PESTICIDES, AND OIL, PRESENTING SEVERE DANGER TO PUBLIC AND NVIRONMENT. ON 21 SEPTEMBER GOVERNMENT OF SOMALIA ALERTED INTER-GOVERNMENTAL MARITIME ORGANIZATION (IMO) AND UNITED NATIONS ENVIRONMENT PROGRAMME (UNEP) OF HAZARD RISK.

2. ON 27 SEPTEMBER, 0730 LOCAL TIME, VESSEL BROKE INTO 3 PIECES AND CAUGHT FIRE.

NATIONAL AND INTERNATIONAL RESPONSE

3. DURING FIRE, PARTS OF POPULATION MOGADISCIO EVACUATED DUE RISK EXPLOSION. TROOPS AND SALVAGE CREWS EXTINGUISHED FIRE BY 1230 LOCAL TIME SAME DAY AND USING HELICOPTERS AND CRANES TRIED TO UN- LOAD DANGEROUS CARGO. HOWEVER, PART OF HIGHLY TOXIC MATERIAL STILL WITHIN VESSEL. ALL FISHING AND BATHING ACTIVITIES FORBIDDEN.

4. IMO MARITIME POLLUTION CONSULTANT ALREADY ON SPOT TO ASSIST GOVERNMENT IN ASSESSMENT SITUATION. UNEP EXPERT ARRIVING 28 SEP-TEMBER.

5. TO DATE EXTENT OF COVERAGE BY INSURANCE COMPANIES REGARDING SALVAGE OPERATIONS NOT FULLY KNOWN.

SITUATION

1. SITUATION IN PORT OF MOGADISCIO HAS FURTHER DETERIORATED. THE GROUNDED FREIGHTER 'ARIADNE' WHICH BROKE INTO THREE PIECES HAS OVERTURNED. THE SHIP IS LOCATED ONLY 100 METRES OFFSHORE MOGADISCIO. DEAD FISH NOW FLOATING ASHORE AND PEOPLE LIVING WITHIN 2-300 METERS OF SHIP ARE BEING EVACUATED, INCLUDING THE PRISON AND ONE HOSPITAL.

NATIONAL AND INTERNATIONAL RESPONSE

2. IMO AND UNEP HAVE SENT CHEMICAL EXPERTS, AS HAVE THE GOVERNMENTS OF FRANCE, FEDERAL REPUBLIC OF GERMANY, ITALY, UNITED KINGDOM AND USA.

THE SOMALIA GOVERNMENT HAS SENT A DELEGATION TO LONDON, HEADED BY THE MINISTER OF INTERIOR, AHMED SOLEIMAN ABDALLA, TO SPEED UP NEGOTIATIONS WITH INSURANCE COMPANIES IN ORDER THAT THE SALVAGE OPERATION CAN START. REPRESENTATIVE OF A DUTCH SALVAGING COMPANY, SMIT INTERNATIONAL, IS ARRIVING WEDNESDAY 2 OCT TO ASSESS SITUATION.

3. LEAGUE OF RED CROSS AND RED CRESCENT SOCIETIES INFORMS THAT SOMALIA RED CRESCENT HAS GOOD STOCK OF TENTS AND BLANKETS IN CASE NEEDED BY EVACUEES. THE SOCIETY HAS ALSO TRAINED FIRST AIDERS WHO ARE STANDING BY.

1. A TEAM OF EXPERTS FROM THE NETHERLANDS ARRIVED IN MOGADISCIO AND SALVAGE OPERATION UNDERWAY. HOLD N0.1-4 CONTAINING FLAMMABLE GASES BEING STEADILY CLEARED. MAIN RISK NOW FROM HOLD N0.5 CONTAINING THE TOXIC CHEMICALS. A FLOATING CRANE IS EN ROUTE TO MOGADISCIO AND EXPECTED TO ARRIVE 15 OCTOBER.

2. SO FAR VERY LOCALIZED MARINE POLLUTION, MAINLY CONFINED TO HARBOUR ITSELF. ONLY IMMEDIATE VICINITY OF PORT REMAINS EVA- CUATED, MAINLY FOR LOGISTICS REASONS.

3. AS SITUATION APPEARS WELL IN HAND (EXPERTS SECONDED BY IMO LEAVING). THIS IS LAST INFORMATION REPORT FROM UNDRO UNLESS SITUATION DETERIORATES.
