The Somalia GBV AoR Guidance Note on Cash in GBV Case Management provides a standardized, survivor-centered framework for integrating cash assistance into GBV case management across humanitarian settings in Somalia. In the context of escalating protection risks driven by conflict, displacement, and climate shocks, survivors continue to face significant financial barriers to accessing life-saving services, including medical care, psychosocial support, legal assistance, and safe accommodation .

This guidance positions cash assistance as an enabling tool, not a standalone intervention embedded within individualized case plans and safety planning processes. It promotes a survivor-centered, needs-based, and risk-aware approach, ensuring that cash support enhances dignity, autonomy, and access to services while minimizing potential harm. The framework establishes harmonized operational standards for GBV AoR partners, including transfer values, delivery mechanisms, risk mitigation measures, and monitoring requirements. It also strengthens coordination with the Cash Working Group (CWG), ensuring that GBV-specific cash interventions complement broader humanitarian cash programming while maintaining strict confidentiality and protection principles.

By integrating cash into GBV case management, the Somalia GBV AoR aims to reduce immediate protection risks, improve access to essential services, and support pathways toward recovery and resilience, in line with the Somalia HNRP 2026 priorities

The GBV AoR coordination team remains available to provide technical support on operationalization, including SOP development, risk mitigation measures, and integration into existing case management systems.
