On 26 November, fighting broke out in remote areas in Badhaadhe district of Jubaland, following a buildup of federal government forces and opposing Jubaland state forces in the area.
The military buildup immediately followed the Jubaland state elections held on 25 November which resulted in the re-election of Ahmed Mohamed Islan ‘Ahmed Madobe’ as Jubaland state president. The federal government in Mogadishu opposed the election process held under an indirect mechanism, rather than one-person one-vote. This follows constitutional amendments made in March 2024 which the federal member states of Jubaland and Puntland opposed.
Additional armed clashes took place in Kismayo, capital of Jubaland, on 23 November between Jubaland police and an opposition presidential candidate during election activities. At least one person was killed with three others injured. Details on the overall number of casualties and potential humanitarian implications are unclear at this stage, though the situation remains tense and volatile.
Approximately 241,000 people are in need of humanitarian assistance in Kismayo district. DG ECHO supports emergency response in Kismayo and neighbouring districts.
