Updates & Context
Program changes and context challenges in Quarter 1 affected the inter-agency CFM and broader humanitarian response in Somalia. CCCM partners shifted away from the Cluster-led approach to self-managed projects within Zite Manager, improving their control over their CFM projects while maintaining collaboration and collective standards. This transition occurred amid uncertainty and resource constraints due to the US funding freeze, impacting feedback collection. Despite this, feedback increased compared to the previous quarter.
According to IPC Acute Food Insecurity and Malnutrition Snapshot, low rainfall at the end of 2024 resulted in reduced crop production, declining pasture, and dwindling water resources. In some areas, flooding caused damage to crops and forced riverine communities to relocate. Meanwhile, ongoing conflict and insecurity in central, southern, and parts of northern Somalia continued to drive displacement, disrupt livelihoods, and restrict market access. Looking ahead to Quarter 2, below-average rainfall is forecasted for the Gu season, which when combined with the current situation is expected to increase food insecurity. An estimate of 4.4 million people (23% of the population) may face crisis levels of food insecurity (IPC Phase 3 or higher) (IPC, 02/25).
