1. CONTEXT ANALYSIS
In June 2024, Jubaland Forces conducted a military operation in Bula Xaaji, resulting in the removal of Non-State Armed Groups (NSAGs) from the area and the subsequent acquisition of the town by the government. Bula Xaaji and the surrounding villages has been under the control of NSAGs for the past decade, however, between late July and early August 2024, there have been numerous incidents of conflict between NSAGs and government forces over control of Bula Xaaji. Since July 2024, approximately 1,092 households (6,552 individuals) have been displaced from Bula Xaaji, Harbole and Miido to various locations throughout West Kismayo. Approximately half of this population have relocated to IDP sites such as Basra, Qasra, Turqata, and Shariifadda, while the remaining households have moved into Host Communities, including Bilicsan and Gasho. Bilicsan, is located 47 kilometers from Kismayo town and currently hosts the largest number of IDPs with approximately 450 households.
On August 12th, the Danish Refugee Council (DRC) deployed its Emergency Mobile Response Team (MERT) to conduct a Rapid Needs Assessment (RNA) for populations displaced into the four IDPs mentioned above sites, in addition to Bilicsan and Gasho towns. The key findings indicate that access to basic services remains a significant gap for the community, with the highest level of need identified in Bilicsan, particularly access to food and clean drinking water.
