Interoperable Aggregated CFM Model in Somalia - Technical Standards and guidance for incorporating into individual CFMs

Introduction:

To address the concerns regarding Post-Delivery Aid Diversion the Somalia Humanitarian Country Team (HCT) has adopted an action plan and monitoring framework which includes 10 priority actions. Among them one of the key actions is Action # 06: AAP reporting - Complete mapping of AAP resources and reporting mechanisms. Produce monthly consolidated report on the key aspects of AAP to HCT particularly on sensitive reporting. The CEA Task Force and UNICEF was assigned to lead the action in coordination with relevant actors. Subsequently, a small technical team was formed which includes representatives from CCCM Cluster, CEA Task Force, UNHCR, UNICEF, WFP, IOM, Talk to Loop, Minority Right Group International, Marginalized Communities Advocacy Network (MCAN), Risk Management Unit (UN integrated office) etc.

In December 2023 the Humanitarian Country Team (HCT) has endorsed the “Interoperable Aggregated CFM Model in Somalia”. It was also decided that the above-mentioned technical team will develop some technical standards to roll out the Aggregated CFM Model. Accordingly, the technical team developed the technical standards through extensive technical discussions and wide consultations with different relevant actors including CEA TF members, UN, INGO, NGO, Donors, ICCG, different clusters, working groups etc.

This document outlines the Technical Standards, developed by the technical team, to illustrate how the Aggregated CFM Model will be established, rolled out and function, how the individual CFMs will connect and contribute to a common mechanism, how the individual CFMs will improve their own capacity and effectiveness and how a common analysis of the feedback data will be developed and serve as an evidence base for decision making.
