I. HIGHLIGHTS/KEY PRIORITIES

· There are now over 702,000 Somali refugees in the Horn of Africa: Kenya (513,204), Ethiopia (170,991) and Djibouti (18,159).

· Clashes in Somali towns near the Kenya border are contributing to insecurity on the Kenyan side.

· The food security outlook is positive, except in southern Somalia where famine is expected to spread.
