THE CARIBBEAN - TROPICAL STORM DEBBY
INFORMATION REPORT NO. 1
13 SEPTEMBER 1994

1. ON 10 SEPTEMBER HIGH WINDS AND HEAVY RAINS DUE TO TROPICAL STORM DEBBY, SIXTH TROPICAL DEPRESSION OF ATLANTIC HURRICANE SEASON, CAUSED CASUALTIES AND INFRASTRUCTURE DAMAGE IN SAINT LUCIA.

2. ACCORDING TO CARIBBEAN DISASTER EMERGENCY RESPONSE AGENCY (CDERA) THERE WERE 4 PEOPLE DEAD, 6 MISSING AND 24 INJURED. 150 PERSONS ARE RECOVERED IN SHELTERS.

FURTHERMORE:

  • BRIDGES WERE DESTROYED OR EXTENSIVELY DAMAGED ISLANDWIDE LIMITING ACCESS TO VILLAGES
  • AJOR LANDSLIDES OCCURRED MAKING KEY ROADS IMPASSABLE
  • WATER SUPPLY WAS DISRUPTED ISLANDWIDE. APPROX. ONE WEEK IS ESTIMATED TO BE NEEDED TO RESTORE WATER SUPPLY AS CRUCIAL INTAKES WERE WASHED AWAY OR BLOCKED.

3. ACTIONS TAKEN
  • THE GOVERNMENT OF SAINT LUCIA HAS UNDERTAKEN AERIAL AND LOCALIZED ASSESSMENTS AND HAS MET TO REVIEW SITUATION/OPERATIONS AND NEEDS
  • PRIORITY HAS BEEN PLACED ON THE PROVISION OF WATER AND RESTORATION OF THE WATER DISTRIBUTION SYSTEM
  • SCHOOLS ARE CLOSED UNTIL FURTHER NOTICE
  • MOST MAJOR ROADS HAVE BEEN REOPENED
  • MARINE AND AERIAL TRANSPORT HAVE BEEN OBTAINED TO ASSIST IN THE DELIVERY OF CRITICAL SUPPLIES TO COMMUNITIES WHICH ARE DIFFICULT TO ACCESS BY ROAD. LOCAL YACHTING COMPANY PROVIDED 30 YACHTS FOR THIS PURPOSE.

SITUATION REPORT NO. 2

SITUATION

1. CARIBBEAN DISASTER EMERGENCY RESPONSE AGENCY INFORMS THAT EFFORTS OF THE GOVERNMENT OF SAINT LUCIA ARE NOW DIRECTED AT THE REHABILITATION AND RECONSTRUCTION OF DAMAGED INFRASTRUCTURE AND CONTACTS HAVE BEEN ESTABLISHED WITH DONOR COMMUNITY IN THIS REGARD.

2. DISRUPTION OF WATER SYSTEM AFFECTING MAJORITY OF POPULATION THROUGHOUT ISLAND AND LED TO CLOSURE OF SCHOOLS AND EVEN SOME HOTELS. PIPE FITTINGS FOR THE RESTORATION OF THE WATER DISTRIBUTION SYSTEM HAVE BEEN ORDERED AND THE ASSISTANCE OF THE EASTERN CARIBBEAN DONOR GROUP HAS BEEN SOUGHT IN ACQUIRING GENERATORS AND ELECTRICAL EQUIPMENT. REQUIREMENTS FOR MANPOWER HAVE BEEN MET.

3. AS ADVISED BY THE UNDP/DHA RESIDENT REPRESENTATIVE, DONOR MEETING WAS CONVENED IN BRIDGETOWN, BARBADOS ON 14 SEPTEMBER. ANOTHER MEETING DUE TODAY, 16 SEPTEMBER.

4. THE ROSEAU DAM (UNDER CONSTRUCTION) WAS SEVERELY DAMAGED BY LANDSLIDES. TWO THIRDS OF THE DAM'S WALL ESTIMATED TO HAVE BEEN DAMAGED. TUNNEL BLOCKED.

5. 60 TO 80 PERCENT OF THE BANANA CROP ESTIMATED TO HAVE BEEN DESTROYED, MAINLY IN THE SOUTH. EXTENSIVE DAMAGE TO FOREST RESERVES CAUSED BY LANDSLIDES.

6. FLOOR OF THE PEDIATRIC WARD AT VICTORIA HOSPITAL IN CASTRIES COLLAPSED ON 15 SEPTEMBER. NO CASUALTIES REPORTED BY PAHO.

7. ACCORDING TO INTERNATIONAL FEDERATION OF REDCROSS AND RED CRESCENT SOCIETIES, SAINT LUCIA REDCROSS SUPPLYING WATER, FOOD, CLOTHING AND BLANKETS TO PEOPLE IN RELIEF SHELTERS AND OTHER DISPLACED. MAIN NEEDS IDENTIFIED BY REDCROSS ARE DRINKING WATER, WATER CONTAINERS, BLANKETS, COTS, WATER PURIFICATION TABLETS, FOOD, LANTERNS, TRANSPORT, GENERATORS, AND PORTABLE CHEMICAL TOILETS. FEDERATION ALLOCATED US DLRS 63,910 OF WHICH HALF FOR LOCAL PURCHASES AND HALF FOR AIRLIFT OF RELIEF SUPPLIES AND COLLAPSIBLE WATER TANKS.

SITUATION

1. UNDP/DHA RESIDENT REPRESENTATIVE BARBADOS CO-ORDINATING ASSESSMENT MISSION IN SAINT LUCIA OF EASTERN CARIBBEAN DONOR GROUP, WHICH HAD MET IN BRIDGETOWN ON 15 SEPT WITH GOVERNMENT REPRESENTATIVE AND PAHO (WHO), FAO AND UNICEF. AFTER VISIT TO AFFECTED AREA ON 20 SEPT, MISSION MEETING PRIME MINISTER AND HIGH GOVT OFFICIALS ON 21 SEPT.

2. UPDATED INFO ON DAMAGE AS FOLLOWS:

  • 75 PERCENT OF WATER SUPPLY WAS DAMAGED AND 40 PERCENT HAS BEEN RESTORED SO FAR.
  • APPROX 70 PERCENT OF BANANA AND 80 PERCENT OF COCONUT, MAIN CASH GENERATING CROPS, WERE DESTROYED: IT WOULD TAKE 12-18 MONTHS TO REACH CURRENT PRODUCTION LEVEL.
  • FOLLOWING STORM, COMPLETION DATE OF DAMAGED ROSEAU DAM SET BACK TO 1996.
  • 80 PERCENT OF SCHOOLS INTACT BUT SCHOOL IN SOUFRIERE BUILT WITH CIDA FUNDS DAMAGED AND NEEDS TO BE RELOCATED.
3. CDERA (CARIBBEAN DISASTER EMERGENCY RESPONSE AGENCY) ESTABLISHED AND MAINTAINING CONTACT WITH NATIONAL DISASTER ADVISORY COUNCIL ST LUCIA, NOTIFYING PARTICIPATING STATES OF IMPACT DISASTER AND SOLICITING PLEDGES THROUGH SITREPS. IT PROVIDED RELIEF CO-ORDINATION PERSONNEL AND RELIEF SUPPLY TRACKING SYSTEM.

OUTSTANDING NEEDS

4. NEEDS FOR SUPPLIES AND EQUIPMENT, INCLUDING GENERATORS, FOR WATER RESTORATION STILL PARTLY UNMET, DESPITE LATEST CONTRIBUTIONS FROM UNDP AND DHA.

5. AN ESTIMATED NINE INCHES OF RAINS ON 10 SEPT ON TOP OF EARLIER TORRENTIAL RAINS CAUSED SWELLING OF STREAMS AND RIVERS AND ALTERATIONS TO THEIR COURSES. GOVT REQUESTING TECHNICAL ASSISTANCE OF THREE/FOUR HYDROLOGICAL ENGINEERS AND SURVEYORS.

6. GOVT APPEALING FOR TWO 5,000 GALLON AND FOUR 1,500 GALLON WATER TRUCKS FOR DELIVERIES TO REMOTE AREAS.

SITUATION

1. IMMEDIATE RESPONSE PHASE, INCLUDING PROVISION OF TEMPORARY SHELTERS, EMERGENCY SERVICES AND RESTORATION OF WATER SUPPLY HAS BEEN COMPLETED. PHASE OF CLEANUP ACTIVITIES AND INFRASTRUCTURAL REPAIRS TO SCHOOLS, ROADS, HOMES AND WATER SECTOR FOLLOWING STORM NOW UNDERWAY.

2. GOVT. REQUESTING DONORS' SUPPORT FOR PURCHASE AND DELIVERY OF 150 PRE-FABRICATED HOUSES, 3,000 GABIONS TO STABILIZE OR READDRESS RIVER FLOWS, AND EQUIPMENT (CHAINSAWS, CRASH BARRIERS).

3. REHABILITATION PROGRAMME FOR AGRICULTURAL VALLEYS LOCATED ON RIVER BANKS, WHICH HAVE BEEN MOST AFFECTED BY STORM, BEING PREPARED BY GOVT. INTERNATIONAL ASSISTANCE WILL BE SOUGHT FOR LAND PREPARATION, DRAINAGE, AND RESTORATION OF INFRASTRUCTURE (FARM SHEDS, ACCESS ROADS ETC.). HOWEVER, DEBRIS WILL NEED TO BE CLEARED OUT FIRST AND MAJOR AGRICULTURAL EFFORTS CANNOT BE ENVISAGED BEFORE EARLY NEXT YEAR. TECHNICAL ASSISTANCE IN RIVER MANAGEMENT AND BOUNDARY ZONING WILL ALSO BE REQUIRED.

4. WORLD BANK/CARIBBEAN DEVELOPMENT BANK/ORGANIZATION OF EASTERN CARIBBEAN STATES MISSION NOW IN SAINT LUCIA TO IDENTIFY PROGRAMMES FOR MITIGATING DAMAGE CAUSED BY STORM DEBBY AND TO ASSESS SHORT TO MEDIUM TERM PUBLIC INVESTMENT REQUIREMENTS FORSOCIAL ASSISTANCE, INFRASTRUCTURE AND AGRICULTURAL REHABILITATION.

PAHO/WHO DISPATCHED TWO SANITARY ENGINEERS FOR ASSESSING AND MANAGING WATER SUPPLY/SANITATION SITUATION AND STRENGTHENING WATER QUALITY CONTROL. FIVE-MEMBER INTERNATIONAL SUMA TEAM REGISTERED DAILY ARRIVALS OF INCOMING SUPPLIES. PAHO/WHO ASSISTED IN MOBILIZATION OF DONOR RESOURCES, NOTABLY OF FRENCH GOVT, AND CO-OPERATED WITH CDERA, UNDP, DHA AND REDCROSS.
