OBJECTIVES

The objective of the U.S. Agency for International Development's (USAID) program in Rwanda is to support increased stability and reconciliation through the promotion of equal justice for all Rwandans, expanded access to social services and increased food production.

PROGRAM AREA ACCOMPLISHMENTS

Good governance: USAID had educated lawyers and assisted the government of Rwanda in accelerating genocide case-procession, through public information campaigns and logistical support for group trials. The Ministry of Justice has begun to increase the movement of group trials to the communities where genocide crimes were alleged, a first step toward instituting community-based trials for all but those accused of the most serious genocide offences. USAID will assist with the preparations for these trials, particularly in the areas of IEC and training of trainers' mechanisms. USAID is also providing assistance to the National Assembly to strengthen its technical capacity. USAID also provided assistance for the highly successful elections held at both the local (sector and cell) and district levels in March 1999 and March 2001 respectively.

HIV/AIDS Prevention: The government of Rwanda has identified HIV/AIDS as a growing epidemic and priority health problem, with the current infection rate 11 percent among the adult population (ages 11-45). USAID is assisting with pilot efforts to decentralize and integrate sexually transmitted infections/HIV/AIDS prevention and control programs. A priority focus of USAID activities is to improve the ability of the Ministry of Health to deliver services for both primary health care and HIV/AIDS. In addition, USAID/Rwanda is assisting the Ministry implement increased information, education and communication campaigns.

Agriculture and Food Security: USAID supports integration of agricultural policy, marketing, processing, improved production and processing technology and training. This is meant to increase the government of Rwanda's ability to perform agricultural policy analysis, formulation and interpretation; create and enhance internal production/marketing chains that promote broad-based economic growth; and increase the ability of farmers' associations and cooperatives to respond to and benefit from market demand. USAID is also providing direct assistance to Rwandan farmers to improve productivity through three five year Development Assistance Proposals being implemented through NGOs.

Women in Transition: Through USAID's Office of Transition Initiatives, more than a 1,200 women's organizations, composed mostly of widows from the war and genocide, have received over 2,000 sub-grants for agricultural and rural micro- enterprise activities to improve their families livelihoods. The program has supported 30 Women communal Funds which comprise 2098 women.
