Rwanda has a well-established road network comprising about 30,000 km of classified and unclassified roads, with a relatively high classified road density of 27 km per 100 km² when compared with neighboring countries. Under the conventional 2 km threshold, it is estimated that the current road network may cover about 80.3 percent of the country’s total population if all roads were rehabilitated and well maintained.
Despite the Government’s efforts in road rehabilitation, the network is still unsatisfactory. The concern is not so much the density of the network, but the quality of the roads. In 2015/16, approximately 55 percent of District Roads Class 1 and 64 percent of District Roads Class 2 were in poor condition. The Government of Rwanda has invested significant resources in the road sector, but many farmers are still not well connected to input or output markets, and approximately 3.9 million people in rural areas remain unconnected. The Government has expressed a strong desire for maximizing connectivity for agricultural areas with higher standard feeder roads, but it has limited resources. This Activity will increase opportunities to implement a broader program with harmonized road construction, safety and environmental standards and wider institutional capacity development at national and district levels.

Activity Objectives
- Rehabilitation, upgrading and maintenance of Indicative Feeder Roads,
- strategy development for rural access, transport mobility improvement, and institutional development support,
- project management support to the Rwanda Transport Development Agency in impact evaluation, policy/strategy development and other necessary assessments.
Expected Results
- Rehabilitate, upgrade and maintain 720 km of Indicative Feeder Roads in ten districts,
- develop a National Feeder Roads Policy and Strategy, and a National Feeder Roads Masterplan,
- develop a landslide resilience and hazard warning system, and road safety guidelines.
Results Achieved
- 653.5 km of roads rehabilitated or upgraded,
- 133 agricultural market centers are now connected by all-season roads,
- 1,090,490 rural people now have access to an all-season road,
- 21,000 new jobs created in road rehabilitation work,
- National Feeder Roads Master Plan developed
