KIGALI, March 7, 2025 – AKADEMIYA2063 and the Institute of Policy Analysis and Research (IPAR)- Rwanda have signed a Memorandum of Understanding (MoU) to strengthen policy research, enhance data-driven decision-making, and strengthen institutional capacities in Rwanda. The partnership will provide a structured framework for collaboration in support of Rwanda's economic and agrifood system transformation.
"AKADEMIYA2063 is pleased to collaborate with IPAR-Rwanda to advance policy research and capacity development in Rwanda, " said Dr. Getaw Tadesse, Acting Managing Director at AKADEMIYA2063. "Through this partnership, we will leverage data and analytics to generate actionable insights to guide effective policy formulation and implementation and help advance Rwanda's development objectives."
AKADEMIYA2063 and IPAR-Rwanda will work together in key areas, including mobilizing local knowledge centers in Rwanda through a Local Analysis Network to respond to knowledge demand by providing access to timely and credible data to guide the policy and strategy formulation cycle. With a commitment to promoting a culture of policy dialogue in Rwanda, key interventions will include strengthening platforms for review, reporting, mutual learning, and accountability. Additionally, the collaboration will focus on strengthening local researchers' technical and institutional capacities to generate data and analytics needed to inform policy design and implementation, as well as monitoring and evaluation.
"We are very happy to sign this MoU with AKADEMIYA 2063, with strong confidence that it will turn into a sustainable and mutually beneficial collaboration," said Ms. Eugenia Kayitesi, Executive Director of IPAR-Rwanda.
"By combining both institutions' experience and capacities, we expect to leverage our shared ambitions in policy research and analysis to influence policy formulation and implementation not only at local level, but also to impact change at regional and continental levels," she stressed.
Other areas of cooperation include promoting knowledge-sharing through joint publications and events, joint fundraising for research and outreach activities, and facilitating the mentorship of interns to build the next generation of policy analysts and researchers in Rwanda.
