Vladimir Stepanov: Unacceptable to "respond to emergencies", necessary to conduct preventive efforts beforehand

The meeting of the Heads of the territorial branches of the Emergencies Ministry during which the completion of tasks set by the Ministry’s Collegium, aimed at improvement of the forecasting, warning and responding systems for emergencies, rendering aid to the population that are in the emergency situations, have taken place in the town of Zvenigorod. The senior members of the Ministry, as well as the heads of the regional centers and Directorates of the Emergencies Ministry from every region of the Russian Federation, the Heads of the organizations that are being managed from the Central Directorate, educational and scientific institutes of the Ministry participated in the meeting.

During the meeting, were discussed such topics as improvement of managing bodies and forces working at the civil defense problems; protection of the population and territories from emergencies; provision of protection to people on water bodies; implementation of scientific and technical prototypes into fire and rescue units; administration of air and rescue and information technologies; involvement of the airmobile team of the Emergencies Ministry into responding to large scale disasters.

At the meeting opening, the Deputy Minister Vladimir Stepanov drew attention of the Heads of the territorial branches of the Ministry to organization of the active work of the managing bodies and forces during flood and fire season.

“The flood, grassland and wildfire season has started. Every Head of the territorial Directorate of the Ministry, every Head of the regional Center has to do everything possible to prevent emergencies, connected with seasonal risks, as well as prevent heavy aftermaths”, Vladimir Stepanov pointed out. “There must be no errors or complications”, he added.

The Deputy Minister pointed out, that it is unacceptable to “react to the situation”, it is necessary to conduct preventive efforts beforehand and use modern technologies and methods of forecasting of the emergency situations.

“All efforts must be conducted by taking into consideration data gathered by the means of space monitoring, using UAVs and other modern technologies”, said Vladimir Stepanov.

According to the changes in the Russian legislation on protection of the population and territories of the Russian Federation against emergencies, the Ministry is responsible for coordination and managing of all personnel and means in the regions of the Russian Federation.

The Deputy Minister for Emergencies finished his speech on improvement of volunteer firefighting society in our country, as well as implementing volunteers into system for protection provision.

He pointed out that the All-Russian Volunteer Firefighting Society consists of about 10 thousand volunteer firefighter detachments and 3 thousand volunteer fire guards consisting of more than 260 thousand people in total, which have more than 3,5 thousand units of specialized equipment at their disposal.

“12 700 fires have been put out and more than 130 people have been saved by the volunteer firefighters in 2015”, said the Deputy Minister.
