In the UN Security Council Arria Formula Meeting, Ambassador Vassily Nebenzia, Permanent Representative of the Russian Federation, presented new evidence detailing violations of International Humanitarian Law by the Armed Forces of Ukraine on Russian territory. He focused on claims of attacks on civilian areas and critical infrastructure, including attempts to target the Kursk Nuclear Power Plant, which could have triggered a large-scale humanitarian and environmental disaster.
Ambassador Nebenzia outlined incidents of violence against civilians and civilian infrastructure in Russia’s Kursk region, presenting eyewitness accounts and video evidence. “Since the beginning of the brutal war against peaceful regions of Donbass in 2014 we register systematic atrocities and mass grave violations of norms and principles of IHL,” he stated. “The incursion into the Kursk region by the neo-Nazi regime on August 6 is no exception and was accompanied by immense suffering of the civilian population, including women, children, and the elderly.”
During the meeting, Russian delegation shared video testimonies and other documented instances of violence, highlighting what it described as a “terrorist strategy” by Ukraine. The Russian Federation urged UNSC Members and relevant international organizations, including the United Nations and the International Atomic Energy Agency, to condemn these actions.
