Russia to settle Chechen issue politically: Foreign Minister

Political settlement of the Chechen issue must go on with the utmost openness. That is in federal interests, said Igor Ivanov, Minister of Foreign Affairs, as he was summing up for the media today's negotiations with Ana Palacio, his Spanish counterpart.

That desire for transparency explains why Russia has called the OSCE and the Council of Europe to dispatch observation teams to Chechnya as the republic is preparing an election and goes to the polls, said Mr. Ivanov.

While at the negotiation table, he informed the visitor about federal efforts for Chechen political settlement.

Russia and Spain are together on the international anti-terror coalition. That is an essential part of bilateral contacts. Both countries have firsthand knowledge of terrorism and terrorist crimes, and are determined to fight that evil together in bilateral and multilateral efforts alike, said the minister.
