January 10, S.A.Ganushkina, Head
of the program "Migration and Rights", and Chairman of the organization
"Grazhdanskoye Sodeystviye" (which means "Civil Assistance")
took part in a press-conference in the Press Development Institute. It
was dedicated to a trip to the Northern Caucasus by members of the Commission
on the Inspection of the Situation of Displaced Chechen people in the tent-camps
in Ingushetia.
This report should have been submitted
to the RF President before January 10, but the participants did not manage
to agree on the text of the report in a key area: voluntary or not, the
refugees are leaving the tent- camps and returning to Chechnya. Almost
all members of the Commission came to a conclusion, that, in most cases,
the refugees are forced by threats and administrative pressure to return
to Chechnya (by switching-off of electricity and water, stoppages of food
supplies, etc.). However, I.B.Yunash, assistant to the Head of the Federal
Migration Service of Russian Ministry of Internal Affairs, fiercely denied
these facts of the forced return.
S.A.Ganushkina said, that nobody could force the Commission to lie to the President, even though the report is not ready yet; it's impossible to keep quit so long about the results of this trip.
