Preparations for the referendum
on the Constitution of Chechnya, scheduled for March 23, are going on all
over the republic.
As the adviser of the chairman of the
Chechen government, Aleksei Vasin, reported, meetings of people took place
on Monday in Gudermes and Tolstoi-Yurt to discuss the draft republican
Constitution. Taking part in these meetings were, in particular, the elders,
representatives of the creative and scientific intelligentsia. The participants
in the meetings expressed confidence that the militants would not be able
to frustrate this referendum which is very important for establishing a
peaceful life in the republic.
Similar meetings take place also in other Chechen towns and villages these days, said Aleksei Vasin. (RIA Novosti)

CHECHNYA'S CENTRAL ELECTORAL COMMISSION HAS STARTED TO DRAW UP A PLAN FOR THE FORTHCOMING REFERENDUM
Chechnya's Central Electoral Commission has told the ITAR-TASS news agency that the Commission has got down to drawing up a working plan for moves to be made by way of preparations for a referendum on the republic's draft constitution. The referendum is due on March 23d. The plan should provide for what the executive bodies of government, the Electoral Commission and other agencies should do in the slightly over two months before the referendum. The plan will specify the dates for setting up polling stations and polling station commissions, for printing ballot papers, it will establish the order of the voting process and provide for the protection of the voters and polling stations by Army units and law enforcement bodies.
