Permission
On February 22, 2003 IR was granted permission #02/138 by Chechen Government for implementing humanitarian activities on the territory of Chechen Republic, which was signed by Mr. Popov A.A, Prime-Minister of Chechnya.
IR Qurbani Programme
Qurbani (Eid El Adha) is one of the most important seasonal festivals in the Islamic calendar. On this day all Muslims around the world sacrifice an animal and share it with the needy.
As "Islamic Relief" is a Muslim charitable organization, it takes an active part in the celebration of this holiday, dedicating to it a seasonable project called IR Qurbani Project. Muslims donate the cost of an animal, and its meat is distributed to the needy people in poor countries on the donor's behalf.
In the North Caucasus Qurbani Program is carried out since 1999. Every year IR-Nalchik slaughters cattle and distributes meat to the Internally Displaced population (IDP) in Ingushetia and to the vulnerable people in Chechnya.
Visits
In February 2003 the representative of Islamic Relief (IR) Headquaters, Mr. Usama Bastawy and Mr. AbdulMotaleb Med Taiz Aldin, visited IR offices in the North Caucases for coordination and monitoring of IR activities in the North Caucasus.
As well as visiting IDP's camp, where IR implements its relief activities, Mr. Bastawy and Mr.Taiz Aldin participated in the regular NGO's Food Coordination meeting in Nazran, Ingushetia.

Qurbani Program
During the month of February, IR implemented the seasonable Qurbani project. The fresh meat, along with the IR regular food parcels, was distributed in four specially designated camps - "Alina", "Bart", "Bella", and "Sputnik" in Ingushetia, and in TACs, hospitals and boarding-schools in Chechnya
The beef was distributed in packets in 2kgs ration. Every family received meat in the ratio:
- 1-4 persons - 1 packet,
- 5-8 persons - 2 packets,
- 9-12 persons - 3 packets.

IR Complementary Food Program
IR continues to implement its complementary food program in Ingushetia. In February IR provided regular food assistance to the IDPs in Ingushetia. The distribution of IR food parcels was carried out in the specially designated camps "Alina" and "Sputnik (as per the table below).

IR started its Healthcare Program in Ingushetia in 2000.
The three policlinics are identical: Each has 5 consulting rooms, 1 procedural room, a boiler-house and 2 attached ambulances. The policlinics are open 24 hours a day.
IR's Healthcare Program represent a broad medical assistance to the Internally Displaced Persons occupying tent camps "Alina", "Bella" and "Sputnik" in Ingushetia. In each of those camps, "Islamic Relief" run policlinics, where the medical assistance is provided. At the clinics patients receive first aid, vaccination. In case of emergency they are transported to the nearest local hospitals. The doctors receive urgent calls to the camps and treat patients 24 hours a day.
Patients, having brought the results of their medical examinations from the hospitals, receive full free treatment at IR clinics.
In the month of February, total number of IR patients were 9 618 IDPs, whereas the total number of diseases was 11 377.
This month the clinics received patients from those three camps "Alina", "Bella" and "Sputnik". The patients are sent to other hospitals.
