Context
The humanitarian consequences stemming from the escalated armed conflict between Russia and Ukraine in the first quarter of 2022 continue to dominate the operational landscape of the International Federation of Red Cross and Red Crescent Societies (IFRC), as well as for the Russian Red Cross and Belarus Red Cross. Similar to the trends observed in the previous year, substantial progress towards realizing the operational plan has primarily occurred during the initial half of the year. Strides have been taken to bolster the capacities of the Russian Red Cross, particularly in the areas of strategic engagement and partnership. This involves pinpointing domestic resources for mobilization and cultivating interactions with both internal and external stakeholders, affiliated with the Red Cross and Red Crescent Movement or otherwise. However, the hesitance among donors to contribute to endeavors in Russia and Belarus introduces an element of uncertainty into the consistent funding of regular programmes.
