Operational Updates

Disaster Risk Management

• WFP supported the Department of Social Welfare and Development (DSWD) in mobilizing the mobile kitchen, in response to the Mt. Bulusan eruption in Sorsogon Province in southern Luzon. This innovation, codesigned by DSWD and WFP, delivered hot meals to 300 evacuees in the municipality of Juban. In February, WFP handed over the mobile kitchen prototype to DSWD, serving as the basis for 15 additional units procured by the agency.

• Under its anticipatory action work, WFP and the Office of Civil Defense co-facilitated a workshop aimed at enhancing the proposed Declaration of State of Imminent Disaster Bill, particularly to clarify the criteria (e.g. triggers, thresholds, hazards). Representatives from the Government, United Nations agencies, and other organizations participated in the activity. Once enacted, the Bill would allow government agencies to access funds for early mitigation measures (anticipatory action) before a state of calamity is declared.

• WFP trained staff of the Department of Information and Communications Technology’s Region VI (Western Visayas) to enhance their emergency telecommunications (ETC) response capacities. The session focused on operating the GECS-MOVE sets and other connectivity assets, and included a handover of a telecommunications kit with enhanced network distribution capabilities to DICT Region VI.* The training builds on the relaunch of an ETC online learning platform in March, which has so far educated 85 DICT personnel and provides a foundation for advanced training under the upcoming national ETC training centre.
