Highlights

  • UNICEF’s response for families affected by successive tropical cyclones, conducted with government and partners, continues to meet critical humanitarian needs for health, nutrition, child protection, education, water, sanitation, and hygiene (WASH), and social protection.
  • Humanitarian cash assistance has been released for all covered municipalities across three provinces, benefiting 8,754 of the most vulnerable families. Access to safe water has now been provided to 28,939 individuals, and screening for acute malnutrition covered 742 children. New interventions are planned for education, which has already provided learning supplies to 16,368 children; healthcare, which has supported 600 individuals; and psychological support services, which have reached 110 children.

Funding overview and partnerships

UNICEF Philippines needs US$4,374,000 to deliver critical humanitarian services to up to 61,000 people, 22,0001 of whom are children. This is part of the Humanitarian Country Team’s broader appeal to raise US$42.4 million to support 535,000 people. UNICEF works with key government agencies, including the Department of Health (DOH), the National Nutrition Council, the Department of Education (DepEd), the Department of Social Welfare and Development (DSWD), and the National Child Protection Working Group and their regional counterparts. Active and forthcoming partnerships with Action Against Hunger, Plan International Pilipinas, Catholic Relief Services, ACTED, World Vision, Humanity and Inclusion, and Miriam College Foundation will support broader humanitarian response and monitoring.

UNICEF extends sincere thanks to the United Nations Central Emergency Response Fund and the Government of the United Kingdom for their generous and crucial support. UNICEF has also received funding from UNICEF Thematic Funds and private sector donors in the Philippines to enhance response efforts in the affected regions.

Situation overview & humanitarian needs

Water, sanitation, and hygiene: Urgent WASH needs in flood-affected areas to address issues such as open defecation and uncollected trash and debris, as well as damage to hygiene and sanitation items and infrastructure

Social protection: Economic difficulties worsened in the poverty-stricken regions of Camarines Sur, Catanduanes, and Cagayan with unrestricted multi-purpose cash transfers needed to support dignified and empowered recovery of affected families

Education: Learning disruptions for over 20.9 million learners due to class suspensions; longer-term challenges due to the reported damages to over 3,500 classrooms and the loss of 167,000 learning materials

Nutrition: Damaged anthropometric equipment and nutrition commodities halted treatment for malnutrition; the need to restore nutrition services and support breastfeeding and nutrition for infants is critical

Health: Flood damage to immunization supplies; intensified disease surveillance for respiratory infections, wounds, flu-like illnesses, and gastroenteritis

Child protection: Heightened risk of violence against children, gender-based violence, and child separation due to weakened protective environments
