I. HIGHLIGHTS/KEY PRIORITIES

• As flood waters have receded in Bulacan and Pampanga provinces humanitarian needs remain, particularly in WASH, Health and livelihood support.

• Over 12,311 people remain in 31 evacuation centers in Regions III, IV-A, V and the National Capital Region, according to the Department of Social Welfare and Development and continue to need assistance.

• A government-led, inter-agency damage and needs assessment mission to the coastal municipality of Dinapigue in Isabela province on 22 October reported the need for shelter kits, electricity, and livelihood support.
