Situation Update No. 4 - Combined Effects of Tropical Cyclone YAGI and Southwest Monsoon - 14 September 2024

1. SUMMARY

UPDATED IMPACTS

In Lao PDR, as of 14 September, a total of 28,856 families (141,443 persons) affected by the impacts of Tropical Cyclone YAGI and Southwest Monsoon over Vientiane Capital, Phongsaly, Luang Namtha, Oudomxay, Bokeo, Luang Prabang, Xiengkhuoang, and Xayaboury. According to the report from NDMO Lao PDR, around 49% or 69,894 persons from the total affected population are woman. Impacts and damages reports also include 3 persons dead, 33,060 persons were displaced, 2,64K ha of paddy field, 41 road sections, 3 school, and 7 health facilities were affected. As of 14 September, MRC Near Real Time Station shows that Luang Prabang and Vientiane stations are still on Flood Alarm Status. Data collection and validation are ongoing by relevant government agencies in Lao PDR.

In Myanmar, as of 14 September, a total of 66.2K families (158.6K persons) were affected by the impacts of Tropical Cyclone YAGI and Southwest Monsoon and displaced into 175 evacuation centres over Naypyitaw, Kayah, Kayin, Bago, Magway, Mandalay, and Shan (DDM). In terms of casualties, a total of 33 people died in Shan (28) and Naypyitaw (5) caused by these situations. In terms of damages, DDM Myanmar reported that around 72 houses, 93 office buildings, 404 schools, 26 religious buildings, 1,523 road/bridge sections, 359 electric pole, 24 cattle, 4,490 agriculture areas, and 14 other infrastructure/public facilities were affected. Data collection and validation are ongoing by relevant Authorities in Myanmar.

In the Philippines, as of 13 September 2024 (1900 HRS UTC+7), the affected population by Tropical Cyclone YAGI and the Southwest Monsoon stands at 797K families (3M people) over Regions 1, 2, 3, CALABARZON, 5, 6, 7, 8, CAR, and NCR. In terms of casualties, NDRRMC Philippines reported 21 people dead (20 for validation), 26 missing (26 for validation), and 22 injured (20 for validation). Regarding displaced populations, as of reporting, internally displaced persons are 4K families (15K persons) inside 171 evacuation centres and 19K families (50.8K persons) outside evacuation centres. The estimated cost of damages, including houses, agriculture, infrastructure, and other assets, stands at around 46.59M USD. As of this reporting, another Tropical Cyclone named BEBINCA (Philippines local name: Ferdie) is currently impacting the Philippines. According to NDRRMC reports on 14 Sep at 0700 HRS UTC+7, BEBINCA reportedly enhanced the impacts of Southwest Monsoon and caused flooding, rain-induced landslides, and other related-incident over Regions 6, MIMAROPA, 11, and 12. According to the reports, a total of 4.5K families (14.2K persons) were affected with 1K families (3.4K persons) displaced over 74 evacuation centres and 219 families (745 persons) displaced outside evacuations centres by the enhanced TC BEBINCA and Southwest Monsoon. Data collection and validation are ongoing by relevant government agencies in the Philippines.

In Thailand, the combined effects of the monsoon and the tropical disturbances caused flooding situations since 16 August. The widespread flooding situation extended in 28 provinces (Chiang Rai, Chiang Mai, Mae Hong Son, Tak, Phayao, Nan, Lamphun, Lampang, Phrae, Uttaradit, Sukhothai, Phitsanulok, Nakhon Sawan, Phetchabun, Loei, Udon Thani, Nong Khai, Nong Bua Lamphu, Prachin Buri, Ang Thong, Phra Nakhon Si Ayutthaya, Rayong, Phuket, Yala, Nakhon Si Thammarat, Phang Nga, Trang, and Satun).

As of 14 September 2024 (0600 HRS UTC+7), a total of 132.6K households were affected. A total of 34 deaths (11 flood-related deaths and 23 landslide-related deaths) and 24 injuries were reported by DDPM Thailand. Currently, flooding situations still persist in 10 provinces (Chiang Rai, Mae Hong Son, Tak, Sukhothai, Phitsanulok, Phetchabun, Nong Khai, Loei, Ang Thong, and Phra Nakhon Si Ayutthaya) with 60K households affected. As of 14 September, MRC Near Real Time Station shows that Chiang Khan and Nongkhai stations are still on Flood Alarm Status and is expected to continue until 18/19 September.

In Viet Nam, as of 14 September 2024, a total of 345 people were reportedly dead or went missing (262 died and 83 missing) and 1,908 people injured caused by the impacts of TC YAGI and Southwest Monsoon. According to VDDMA, a total of 74.5K households (130.2K persons) were evacuated over Tuyen Quang, Ha Giang, Dien Bien, Son La, Bac Kan, Phu Tho, Thai Nguyen, Lao Cai, Hoa Binh, Thanh Hoa, Bac Ninh, Bac Giang, Ha Nam, Hai Duong, Hung Yen, Hanoi, Thai Binh, Nam Dinh, Hai Phong, Ninh Binh. A total of 168.3K houses were damaged due to strong winds and storms, 73.2K houses were flooded. Many shops, offices, schools had their roofs blown off or were damaged; many advertising signs, telecommunication poles, mobile broadcasting stations were broken; urban trees were damaged.

According to MRC, on 14 September, water levels at Luang Prabang, Chiang Khan, Vientiane, and Nongkhai stations are still above flood levels. Heavy rainfall is still expected to occur in some areas located in the central lower Mekong basins during the period of 15-19 September. For the current Mekong River Flood Forecast, Luang Prabang is expected to below flood level on 15 September, while Chiang Khan, Vientiane, and Nongkhai continue to be above the Flood Level until 18-19 September. Paksane, Nakhon Phanom, and Thakek stations are expected to reach flood alarms levels on 15, 16, and 17 September.
