A. Background

• Tropical Depression Sendong entered the Philippine Area of Responsibility (PAR) on Dec 15, 2011. It intensified into a tropical storm and moved closer to Northeastern Mindanao and Eastern Visayas. It made landfall at the vicinity of Hinatuan. Surigao del Sur and another landfall at the vicinity of Puerto Princesa City. Palawan and exited out of the country on Dec 18, 2011. While it is true that the strength of TS Sendong was only 65 kph, its estimated amount of rainfall (10-20 mm per hour) was heavy and was within the 400 km diameter which caused heavy rainfall in Mindanao areas particularly Cagayan de Oro City and lligan City
