Philippines: Update on the effects of flooding & landslide in Region VIII & CARAGA

BACKGROUND:
Continuous heavy rains in the North Eastern Section of CARAGA and Region VIII due to diffused tail-end of a cold front resulted to the occurrence of flooding in low lying areas, significant rising of water level in various rivers and landslides in the regions.

EFFECTS:

A. Areas and Population Affected (Tab A):

Provinces - 6 - Leyte, Southern Leyte, Agusan del Norte, Agusan del Sur, Surigao del Sur and Surigao del Norte

Cities - 4 - Tacloban City, Butuan City, Bislig City and Surigao City

Municipalities - 23 - 1 in Leyte, 1 in Southern Leyte, 5 in Agusan del Norte; 6 in Agusan del Sur; 8 in Surigao del Sur; and 2 in Surigao del Norte

Barangays - 251 - A total of 14 brgys in Leyte, 79 brgys in Agusan del Norte; 57 in Agusan del Sur; 85 in Surigao del Sur; and 14 in Surigao del Norte

To date, there are 54,855 families or 273,419 persons affected, out of which, a total of 5,757 families or 29,448 persons were housed in 76 designated evacuation centers while others sought refuge in their relatives' houses.

C. Cost of Damage (Tab C)

A total of 493 houses were partially damaged: 10 in Agusan del Sur, 416 in Surigao Del Norte and 67 houses in Agusan del Norte.

Ten (10) houses were totally damaged: 3 in La Paz, Agusan del Sur, 2 in Surigao City, Surigao del Norte and 5 in Surigao del Sur.

Total estimated damages amounted to PhP 41,266,983.00, broken down as follows:

  • Infrastructure - PhP 18,815,000.00
  • Agriculture - PhP 22,351,983.00
  • Fisheries - PhP 100,000.00

D. Actions taken/Assistance Extended:

REGION VIII

NDCC has facilitated through OCDRC 8, the request for vessel/watercraft to ferry/transport affected persons in landslide incident caused by the heavy rains that occurred in Southern Leyte.

RDCC 8 is conducting damage and needs assessment in the affected areas.

PDCC Leyte evacuated the families residing in the high risk areas.

PDCC Southern Leyte convened emergency meeting on February 11 and advised members of the MDCCs affected to take appropriate action to prevent /mitigate the effects of flooding and landslides.

OCDRC 8 has provided assistance to Palo DCC in the emergency evacuation and relief distribution in the affected areas of the said region.

OCD Region 8 disseminated flood advisories and road condition through local radio stations.

Retrieval operation is being undertaken by the Philippine Army, Philippine Navy, Philippine National Police and Southern Leyte Emergency Response Team.

One (1) Philippine Navy Ship, PG 141 will depart Mactan at 6:00 AM today, Feb. 13, 2006 to conduct rescue/evacuation of families isolated in Brgy. Catig and Caligangan from Liloan, Leyte due to landslide and overflowing of river.

OCD Region 8 is continuously monitoring the situation.

CARAGA

NDCC

NDCC, through RDCC-OCD CARAGA, provides rice assistance to affected areas, as follows:

  • Butuan City - 100 sacks
  • Agusan Del Norte - 50 sacks
  • Agusan Del Sur - 50 sacks
  • Surigao Del Norter - 20 sacks
  • Surigao Del sur - 50 sacks

DSWD

DSWD-CARAGA has PhP 1.8 M worth of relief goods on stockpile and PhP 320,000 standby funds ready for augmentation assistance for the emergency needs of the flood victims. It has already extended PhP351,440.00 worth of 1,000 family packs to the local government of Butuan City.

DSWD-CARAGA has mobilized its Quick Response Teams (QRTs) to provide assistance to the affected LGUs and also monitor the unaffected but flood-prone areas

LGUs

The local disaster coordinating councils (LDCCs) are continuously conducting relief operations in the affected areas. Total amount of relief goods provided to Agusan del Norte and del Sur is PhP342,171.80 distributed as follows:

Agusan del Norte
- Butuan City - PhP 208,100.00
- Las Nieves - 132,000.00

Agusan del Sur
- Esperanza - 2,071.80.00

PNRC

The PNRC has extended 280 sacks of rice ( with operational cost of PhP 90,000) to the following:

- Agusan del Sur - 200 sacks of rice (with PhP 60,000 operational cost)

- Agusan del Norte - 30 sacks of rice (with PhP 15,000 operational cost)

- Surigao del Sur - 50 sacks of rice (with PhP 15,000 operational cost)

DOH

DOH-CARAGA provided medicines to the evacuees in the four provinces of CARAGA.

Provided medical assistance to 124 patients at the evacuation centers in Butuan City

RDCC/OCD

RDCC Chairman called for an emergency meeting regarding the status of disaster operations in the region.

RDOC is monitoring the areas affected through the Butuan River Base Monitoring Station

OCD - CARAGA is continuously monitoring the situation.

Municipality of San Francisco, Agusan Del Sur declared the entire municipality under state of calamity thru Resolution No. 18 s 2006.
