SITUATION

1. COMMUNICATION HAS NOW BEEN RECEIVED THROUGH THE UNDRO/UNDP RESIDENT COORDINATOR, STATING THAT 'WHATEVER AID AND ASSISTANCE' DONORS 'WILL DEEM PROPER TO EXTEND' TO ASSIST THE DISASTER AFFECTED VICTIMS OF TYPHOONS MARING AND NITANG 'WILL BE APPRECIATED BY THE PEOPLE AND THE GOVERNMENT OF THE PHILIPPINES'.

2. DELEGATE FROM UNDRO HEADQUARTERS ALREADY WITH UNDRO/UNDP RESIDENT COORDINATOR TO ASSIST IN COORDINATION INTERNATIONAL RELIEF RESPONSE.

3. WHILST REPORT ON CASUALTIES AND DAMAGE FROM TYPHOON MARING REMAIN MORE OR LESS UNCHANGED (UNDRO INFORMATION REPORT NO. 3), UNDRO/UNDP RESIDENT CO-ORDINATOR HAS TRANSMITTED FOLLOWING UPDATED INFORMATION ON CASUALTIES AND DAMAGE FROM TYPHOON NITANG:

- CONFIRMED DEAD 1,014, MISSING 1,147, INJURED 1,006.

- HOMELESS 534,875 (69,327 FAMILIES).

- TOTAL NUMBER AFFECTED 930,961 (138,552 FAMILIES).

- 54,980 HOUSES TOTALLY DESTROYED, 37,229 PARTIALLY.

4. DAMAGE TO PROPERTIES/CROPS/LIVESTOCK/INFRASTRUCTURE ESTIMATED AT PESOS 2,132 BILLION (APPROX US DLRS 118.4 MILLION) FROM TYPHOON NITANG AND PESOS 229 MILLION (APPROX US DLRS 12.7 MILLION) FROM TYPHOON MARING.

5. CASUALTIES AND DAMAGE FROM TYPHOON NITANG OCCURED MOSTLY IN SOUTHERN PROVINCES OF SURIGAO DEL NORTE AND BOHOL ISLAND, OFF THE NORTH COAST OF MINDANAO, AND IN NEGROS OCCIDENTAL AND CENTRAL/ SOUTHERN CEBU PROVINCES. TOTAL 23 PROVINCES IN SEVEN REGIONS RAVAGED.

6. REPORTS FROM THROUGHOUT CYCLONE AFFECTED AREAS STILL BEING CONSOLIDATED. ADDITIONAL REPORTS EXPECTED.

7. DEPUTY FOREIGN MINISTER BRIEFED REPESENTATIVES UN SYSTEM AND DIPLOMATIC MISSIONS 12 SEPTEMBER ON DAMAGE AND GOVERNMENT POLICY.

RELIEF NEEDS

8. FOLLOWING FIELD SURVEY (PARA 10) AND REVIEW GOVERNMENT REQUIREMENTS, UNICEF HAS PREPARED TENTATIVE LIST WHICH INCLUDES: VITAMINS, MEDICINES FOR DIARRHEA, SEEDS, GARDEN TOOLS, FERTILIZERS, SKIMMED MILK POWDER, MATERIALS AND EQUIPMENT FOR WATER SUPPLY.

GOVERNMENT FINALIZING CONSOLIDATED LIST OF RELIEF NEEDS BASED ON NEEDS IDENTIFIED BY CONCERNED MINISTRIES.

NATIONAL AND INTERNATIONAL RESPONSE

9. FIELD REPORTS ON EFFECTS OF DISASTER BEING CONSOLIDATED BY NATIONAL DISASTER CONTROL CENTRE (NDCC). EXTENSIVE NATIONAL RESPONSE THROUGH CIVIL DEFENSE AND NATIONAL RED CROSS. NATIONAL RED CROSS HAS TO DATE DISTRIBUTED FOOD TO 38,147 FAMILIES (198,881 PERSONS) IN 26 PROVINCES AFFECTED BY TYPHOON MARING AND TO 44,247 FAMILIES (239,331 PERSONS) IN 16 PROVINCES AFFECTED BY TYPHOON NITANG.

LRCS HAS TO DATE RECEIVED DONATIONS IN CASH AND KIND AMOUNTING TO APPROX SF 475,000 IN RESPONSE TO ITS APPEAL FOR SF 2,054,500.

1. UNDRO DELEGATE MADE FIELD VISIT TO CEBU PROVINCE 16 SEPTEMBER AND REPORTS WITNESSING LARGE NUMBER OF COLLAPSED AND HEAVILY DAMAGED BUILDINGS CEBU CITY AND SIBONGA TOWN. ELECTRIC POWER AND COMMUNICATIONS STILL CUT OFF AND MAY NEED ANOTHER MONTH FOR FULL RESTORATION. WATER SUPPLY SYSTEM TEMPORARILY REPAIRED.

RELIEF NEEDS

2. UNMET RELIEF NEEDS CONTINUE TO BE MEDICINES, FOOD, WATER SUPPLY EQUIPMENT AND HOUSING MATERIALS. TENTS, BLANKETS AND CLOTHING ALSO WELCOMED. IN CEBU PROVINCE, IMMEDIATE NEEDS ARE IDENTIFIED AS FOOD, VEGETABLE SEEDS AND HOUSING MATERIALS (LOCALLY AVAILABLE). MEDICINES, TENTS AND BLANKETS NOT REQUIRED IN THIS AREA.

3. WHILE MINISTRY OF PUBLIC WORKS AND HIGHWAYS CLEARING DEBRIS, FALLEN TREES, POSTS ETC. AND REPAIRING ROADS AND BRIDGES, MINISTRY OF SOCIAL SERVICES AND DEVELOPMENT, CIVIL DEFENCE AND NATIONAL RED CROSS PROVIDING RELIEF ASSISTANCE TO VICTIMS. 4 CHARTERED C-130 AIRLIFTING RELIEF GOODS, 3/4 TIMES A DAY FROM MANILA BASE TO DISASTER AREAS.

SITUATION

1. DAMAGE AND DESTRUCTION RESULTING FROM TYPHOON NITANG MOSTLY IN AGRICULTURE, HOUSING AND INFRASTRUCTURE (MAINLY POWER TRANSMISSION/DISTRIBUTION PORTS AND HARBOURS) SECTORS. IN SURIGAO DEL NORTE PROVINCE APPROX 82 PER CENT OF FOOD CROPS AND OF COCONUT TREES EITHER DESTROYED OR SEVERELY DAMAGED. LOSS OF LIVESTOCK ESTIMATED AT OVER 160,000 HEAD COMPRISING APPROX 37 PER CENT OF TOTAL LIVESTOCK. PRIVATE DWELLINGS AND PUBLIC BUILDINGS INCLUDING SCHOOLS, HOSPITALS AND HEALTH CENTRES, SUFFERING DAMAGE TO THEIR ROOFS TOGETHER WITH SOME COLLAPSE OF STRUCTURES. 50 PER CENT OF SURIGAO CITY PORT WAS REPORTED DESTROYED.

2. IMMEDIATE RELIEF NEEDS CONTINUE TO INCLUDE EMERGENCY FOOD, MEDICINES AND WATER PURIFIERS, BUILDING MATERIALS FOR REPAIR AND RECONSTRUCTION SHELTERS, SCHOOL BUILDINGS AND HOSPITALS AND RESTORATION POWER TRANSMISSION/DISTRIBUTION SERVICES.

5. GOVERNMENT HAS ESTABLISHED DISASTER CO-ORDINATION COUNCIL COMPRISING REPRESENTATIVES MINISTRIES AGRICULTURE, HEALTH, SOCIAL SERVICES AND DEVELOPMENT, PUBLIC WORKS AND HIGHWAYS, HUMAN SETTLEMENTS, NATIONAL FOOD AUTHORITY (NFA) AND ASSOCIATION OF BARANGAY COUNCILS (ABC).

6. PHILIPPINE COCONUT AUTHORITY HAS SET UP LOAN FUND TO PROCURE SEEDS FOR REPLANTING COCONUT CROP.

7. CHURCH WORLD SERVICE HAS APPEALED FOR US DLRS 50,000, IN ADDITION TO IMMEDIATE GRANT OF US DLRS 5,000.

8. MEDECINS SANS FRONTIERES EVALUATION TEAM MADE SURVEY OF AFFECTED AREA AND MADE RECOMMENDATIONS FOR EMERGENCY HEALTH PROGRAMME, REHABILITATION OF MEDICAL STRUCTURES AND EPIDEMILOGICAL WATCH FOR 4 MONTHS. TOTAL COST ESTIMATED AT APPROX. US DLRS 550,000 TO WHICH GOVERNMENT OF BELGIUM HAS OFFERED MEDICINES VALUED AT US DLRS 35,000 THROUGH MEDECINS SANS FRONTIERES.

PAGASA METEOROLOGISTS AFTER SURVEY SURIGAO AND OFFSHORE ISLANDS HAVE FOUND THAT UNLIKE TYPHOON MARING, TYPHOON NITANG MOVED RELATIVELY FAST, LEAVING COMPLETE DESTRUCTION BY STRONG WINDS, WHICH WAS FURTHER WORSENED DUE OCCURRENCE AT MIDNIGHT AND ACCOMPANYING HIGH WAVES COINCIDING WITH HIGH TIDE. DEATH TOLL REPORTED IN UNDRO SITREP NO. 1 MOSTLY AMONG VILLAGERS LIVING ALONG SEASHORE.

2. UNDRO/UNDP RESIDENT CO-ORDINATOR HAS TRANSMITTED FOLLOWING UPDATED INFORMATION ON CASUALTIES AND DAMAGE FROM TYPHOONS NITANG AND MARING:

- CONFIRMED DEAD 1,042, INJURED 2,255, MISSING 1,009.

- TOTAL NUMBER AFFECTED 2,510,774 (450,794 FAMILIES).

- 101,929 HOUSES TOTALLY DESTROYED, 131,725 PARTIALLY.

NATIONAL AND INTERNATIONAL RESPONSE

3. TASK FORCE HEADED BY CHIEF OF PHILIPPINE AIR FORCE ESTABLISHED ON 30 AUGUST, TRANSPORTED TILL 23 SEPTEMBER, RELIEF SUPPLIES OF OVER 2,350 TONS TO DISASTER AREAS. A TOTAL OF 195 AIR LIFTS OF RELIEF SUPPLIES BY AIRCRAFT AND HELICOPTERS WERE COMPLETED.

4. GOVERNMENT RELIEF OPERATION TILL 25 SEPTEMBER FOR TYPHOONS MARING AND NITANG TOTALLED PESOS 14,509,846 (US DLRS 806,103) FOR 309,591 FAMILIES (1,537,822 PERSONS). UNICEF HAS FURTHER CONTRIBUTED US DLRS 116,950. FIELD TRIP TO SURIGAO WAS ORGANISED BY UNICEF ON 22 SEPTEMBER WITH PARTICIPATION OF AID STAFF FROM CANADA, FRG, NETHERLANDS, NORWAY AND UK EMBASSIES. THE UNDRO DELEGATE ALREADY IN SURIGAO JOINED THE TEAM.

5. MEDICAL TEAM 'MEDECINS SANS FRONTIERES' NOW IN SURIGAO PROVINCE.

SITUATION

1. UNDRO DELEGATE AFTER FIELD VISIT HAS TRANSMITTED FOLLOWING UPDATE OF SITUATION: STORM DAMAGE AGGRAVATED BY SEASONAL RAINS STILL VERY EVIDENT. SLOW REBUILDING RURAL HOMES, BUT MAKESHIFT EFFORTS PREVAIL. MAJORITY COMMUNITY FACILITIES LIKE HEALTH CENTRES AND SCHOOLS DESTROYED, HOWEVER SOME CLASSES RESUMED IN TEMPORARY FACILITIES. REPAIRS TO ELECTRICAL DAMAGE RESTORED SOME POWER (INCLUDING SURIGAO CITY) BUT SEVERAL MONTHS' WORK NEEDED MOST AREAS. MEDICO-SANITARY SITUATION SEEMS STABLE THOUGH OCCASIONAL GASTRO-ENTERITIS. FEARS OF FUTURE MALNUTRITION IN PREVIOUSLY DISTRESSED AREAS RAISED BY REPORTS OF FOOD SHORTAGES ESPECIALLY IN COASTAL AREAS, UPLANDS AND SMALL ISLANDS WHERE RECOVERY WILL BE VERY HARD DUE EXTENSIVE DAMAGE, LOW INCOME LEVELS, DIFFICULTIES IN RELIEF DELIVERY AND REDUCED COMMUNICATION WITH MAIN CONCERN OVER SMALL ISLANDS' DRINKING WATER AS RAIN CATCHMENT SYSTEMS AND WELLS EITHER DESTROYED OR CONTAMINATED WITH SALT WATER. PRICE INCREASES IN RICE AND BUILDING MATERIALS.

2. FINAL REPORT OF CASUALTIES AND DAMAGE FROM TYPHOON MARING RECEIEVED FROM UNDRO/UNDP RESIDENT COORDINATOR:

  • 121 CONFIRMED DEAD, 26 INJURED AND 17 MISSING.
  • 475,899 PERSONS (92,271 FAMILIES) AFFECTED.
  • 7,745 PERSONS (1,310 FAMILIES) RENDERED HOMELESS.
  • 673 HOUSES TOTALLY DESTROYED, 6,341 PARTIALLY.
  • TOTAL DAMAGE PROPERTIES, CROPS AND LIVESTOCK PESOS 411 MILLION (APPROX. US DLRS 23 MILLION).

RELIEF NEEDS

3. IN ADDITION TO RELIEF NEEDS RECEIVED FROM MINISTRY OF FOREIGN AFFAIRS (UNDRO SITREP NO. 3, PARA 3) PRESENT PRIORITY NEEDS IDENTIFIED AS COMMUNITY LEVEL ASSISTANCE IN FOLLOWING AREAS:
  • REPAIR/RECONSTRUCTION: FAMILY SHELTER, COMMUNITY HEALTH/SCHOOL FACILITIES (WOOD, CORRUGATED IRON SHEETS, NIPA THATCH, RATTAN, RAILS, TOOLS, CHAIN SAWS, ETC.).
  • FAMILY FOOD PRODUCTION: HOME GARDEN SEEDS, TOOLS FERTILIZER.
  • FISHING: REPAIR/BUILDING SMALL BOAT AND FISHING EQUIPMENT.
  • DRINKING WATER: SMALL WELLS AND SIMPLE WATER CATCHMENT SYSTEMS.
  • FOOD: ESPECIALLY AS SUPPLEMENT FOR CHILDREN IN SPECIFIC AREAS AND ALSO FOOD-FOR-WORK.

NATIONAL AND INTERNATIONAL RESPONSE

4. IN ADDITION TO RESPONSE TOWARDS BASIC REQUIREMENTS, NATIONAL/ LOCAL EFFORTS NOW MAINLY DIRECTED TOWARDS COMMUNITY LEVEL ECONOMIC RECOVERY WHICH INCLUDE:
  • TRADITIONAL COMMUNITY/FAMILY COPING MECHANISMS,
  • REBUILDING/REPLANTING,
  • BOAT BUILDING,
  • PROVISION OF SOFT LOAN, CREDIT AND CO-OPERATIVE SCHEMES.

EMPHASIS GIVEN TO DISCOURAGING DEPENDENCY ON FREE AID. PROVINCIAL COMMITTEES UNDER GOVERNORS CO-ORDINATING ALL RELIEF ASSISTANCE THROUGH GOVERNMENTAL AND NON-GOVERNMENTAL PROGRAMMES. MINISTRY OF SOCIAL SERVICES AND DEVELOPMENT PLAYING LEAD ROLE IN RELIEF/REHABILITATION.

5. ILO AND WFP EXPLORING POSSIBILITY OF TECHNICAL ASSISTANCE IN LABOUR INTENSIVE FOOD-FOR-WORK, RURAL PUBLIC WORKS PROJECT, INCLUDING IRRIGATION, FORESTING, HOUSING AND ROAD CONSTRUCTION.

6. UNICEF PLANNING TO FIELD 7-MAN TEAM INCLUDING MSSD REPS IN SURIGAO DEL NORTE PROVINCE TO SURVEY NUTRITIONAL, WATER AND COMMUNITY HEALTH SERVICE NEEDS. ALSO ASSISTING PROVINCIAL GOVERNMENT AND NATIONAL NGO'S ON SIMILAR EFFORTS IN BOHOL AND CEBU PROVINCES.

7. UNDRO INVITES URGENT ATTENTION OF POTENTIAL DONORS TO UNICEF REHABILITATION PROJECT DEVELOPED WITH INTERESTED GOVERNMENT AUTHORITIES AND UN AGENCIES AND NOW BEING IMPLEMENTED FOR COMMUNITIES IN THREE AFFECTED PROVINCES COVERING:
