TYPHOON 'ELSIE' - PHILIPPINES
UNDRO INFORMATION REPORT NO. 1
20 OCTOBER 1989

1. TYPHOON ELSIE (LOCAL NAME TASING) HIT NORTHERN LUZON WITH WINDS OF UP TO 205 KM/H ON 19 OCTOBER AFTERNOON LOCAL TIME.

2. AFFECTED AREAS ARE BATAAN, BENGUET, IFUGAO, ISABELA, KALINGA- APAYAO, LA UNION, NUEVA VIZCAYA AND PANGASINAN PROVINCES AND NATIONAL CAPITAL REGION WHERE AFFECTED RECENTLY BY TYPHOONS 'ANGELA' AND 'DAN'.

3. PRELIMINARY ASSESSMENT OF DAMAGE PROVIDED BY OFFICE OF CIVIL DEFENCE SHOWS THAT 2 DEAD, 22,000 PEOPLE AFFECTED, OVER 2,000 HOUSES DESTROYED.

4. COMMUNICATION LINES PARTICULARY IN LA UNION AND PANGASINAN NOT RESTORED YET. POWER SUPPLY STILL CUT OFF. HOWEVER MOST ROADS ALREADY PASSABLE.

5. DEPARTMENT OF SOCIAL WELFARE AND DEVELOPMENT INITIALLY PROVIDED FOOD AND CLOTHING. DEPARTMENT OF PUBLIC WORKS AND HIGHWAYS DISPATCHED TRUCKS TO ASSIST IN DISTRIBUTION OF THESE RELIEF SUPPLIES.

1. DAMAGE ASSESSMENT UPDATED AS FOLLOWS:

  • 30 DEAD, 95 INJURED, 332,000 PEOPLE AFFECTED
  • 11,800 HOUSES COLLAPSED, 38,700 HOUSES PARTIALLY DAMAGED
  • TOTAL ECONOMIC LOSSES ESTIMATED AT US DLRS 11,666,000

2. CAGAYAN, ILOCOS SUR, NUEVA ECIJA AND QUIRINO PROVINCES ARE ADDED TO LIST OF AFFECTED AREA (SEE ALSO UNDRO INFORMATION REPORT NO. 1 OF 20 OCTOBER PARA. 2.).

3. STATISTICS PROVIDED BY OFFICE OF CIVIL DEFENCE SHOW THAT ISABELA PROVINCE IS MOST SEVERELY AFFECTED, WHERE MORE THAN 172,000 PEOPLE AFFECTED AND OVER 43,000 HOUSES COLLAPSED/DAMAGED.

4. LOCAL GOVERNMENT PROVIDED CASH GRANT, FOOD AND OTHER RELIEF SUPPLIES TO AFFECTED POPULATION. NATIONAL RED CROSS SOCIETY ALSO RELEASED FOOD AND USED CLOTHING.

5. UNDRO HAS NOT RECEIVED OFFICIAL REQUEST TO LAUNCH AN INTERNATIONAL APPEAL.
