UNDRO INFORMATION REPORT NO. 1
24 OCTOBER 1988

1. ON 23 OCTOBER, TYPHOON RUBY (LOCALLY CALLED UNSANG) WITH WINDS OF 120 KM/H HIT NORTHEASTERN MINDANAO ABOUT 800 KM SOUTH OF MANILA. HEAVY RAINS CAUSED FLASH FLOODS OF AGUSAN RIVER.

2. CIVIL DEFENCE REPORTS 5 VILLAGES AFFECTED. IN AGSUN, 5 INJURED, 852 PEOPLE (142 FAMILIES) RENDERED HOMELESS.

3. LOCAL AND PROVINCIAL DISASTER COORDINATING COUNCILS CARRIED OUT RELIEF OPERATIONS PROVIDING WITH CANNED GOODS, DRIED FISH, RICE WHICH WERE DONATED BY NGOS INITIALLY.

4. UNDRO HAS NOT RECEIVED REQUEST FOR INTERNATIONAL ASSISTANCE.

1. TYPHOON RUBY FURTHER INTENSIFIED WITH 165 KM/H PEAK WINDS. AFFECTED AREAS AS FOLLOWS: TARLAC, SOUTHERN TAGALOG INCLUDING METRO MANILA, ALBAY, CEBU AND CAGAYAN DE ORO PROVINCES.

2. OFFICE OF CIVIL DEFENCE REPORTED 14,500 PEOPLE (2,600 FAMILIES) ARE AFFECTED. UNOFFICIAL REPORTS SUGGEST 5 DEAD, 448 PEOPLE MISSING BY ROAD AND FERRY ACCIDENTS RELATED TO TYPHOON.

3. ALL AIR AND SEA COMMERCIAL OPERATIONS SUSPENDED SINCE 24 OCTOBER. AIRLINES EXPECTED RESUME ON 25 OCTOBER. TYPHOON PREDICTED TO HEAD SOUTHCHINA SEA LATER DURING 25 OCTOBER.

4. RELIEF OPERATIONS BEING UNDERTAKEN BY DEPARTMENT OF SOCIAL WELFARE COOPERATING WITH PROVINCIAL DISASTER COORDINATING COUNCILS IN AFFECTED AREAS. MILITARY VEHICLES STANDBY FOR NECESSARY EVACUATIONS.

5. UNDRO HAS NOT RECEIVED REQUEST FOR INTERNATIONAL ASSISTANCE.

1. AFTER HITTING PHILIPPINES, TYPHOON RUBY NOW OVER SOUTH CHINA SEA.

2. ACCORDING TO CIVIL DEFENCE, 31 DEAD, 8 INJURED, 18 MISSING, 218,000 PEOPLE AFFECTED. DAMAGE TO PROPERTY/AGRICULTURAL CROPS ESTIMATED AT LEAST AT USDLRS 16.5 MILLION. FULL ACCOUNT DAMAGE/REQUIREMENTS STILL UNAVAILABLE DUE TO COMMUNICATIONS BREAKDOWN AND DAMAGE TO INFRASTRUCTURE.

3. REGIONS MOSTLY AFFECTED BY FLOODS, MUDSLIDES, AND ELECTRICITY CUTS: NATIONAL CAPITAL/METRO MANILA, NORTHEASTERN AND WESTERN MINDANAO, SOUTHERN TAGALOG, THE VISAYAS, BICOL, LUZON.

4. PRESIDENT DECLARED STATE OF CALAMITY IN HARDEST HIT AREAS AND RELEASED CALAMITY FUNDS AMOUNTING TO SOME USDLRS 500,000 FOR RELIEF OPERATIONS. EVACUATION CENTERS ESTABLISHED BY DEPT SOCIAL WELFARE.

5. PHILIPPINES NATIONAL REDCROSS (PNRC) PARTICIPATED IN EVACUATION OPERATIONS, AND PROVIDED FOOD AND MEDICAL CARE TO VICTIMS. TRANSPORT MEANS MADE AVAILABLE TO PNRC BY ICRC. ASSISTANCE OF NATIONAL NON GOVERNMENTAL ORGANIZATIONS BEING SOUGHT FOR PROVIDING SHELTER, FOOD, CLOTHING AND MEDICINES.

1. LATEST STATISTICS PROVIDED BY CIVIL DEFENCE AS FOLLOWS: 41 DEAD, 5 INJURED, 19 MISSING, 419,000 PEOPLE AFFECTED, 37,000 EVACUATED. DAMAGE TO INFRASTRUCTURE, HOUSING, AGRICULTURE AND FISHERIES ESTIMATED AT USDLRS 32 MILLION.

2. REGIONAL DISASTER COORDINATION COUNCILS LED BY DEPT. SOCIAL WELFARE AND PHILIPPINES NATIONAL RED CROSS CONTINUING RELIEF OPERATIONS. GOVERNMENT PLANNING TO CONTACT INTERNATIONAL COMMUNITY REGARDING ASSISTANCE. INITIAL RELIEF MATERIALS IDENTIFIED: CANNED FOOD, CLOTHING, BLANKETS AND EMERGENCY SHELTER MATERIALS.

1. TYPHOON RUBY LEFT 112 DEAD, 272 INJURED, 22 MISSING, 363,000 FAMILIES AFFECTED IN 42 PROVINCES ACCORDING TO LATEST CIVIL DEFENCE REPORTS. MOST OF AFFECTED AREAS STILL UNDERWATER AND WITH POOR COMMUNICATIONS. ALMOST 50,000 HOUSES DAMAGED/DESTROYED. DAMAGES TO INFRASTRUCTURE/CROPS/PROPERTIES VALUED AT USDLRS 174 MILLION.

2. GOVERNMENT NOW REQUESTED UNDRO FOR INTERNATIONAL RELIEF ASSISTANCE. CANNED FOOD, CLOTHING, BLANKETS, SHELTER MATERIALS CONTINUE TO BE IDENTIFIED AS IMMEDIATE REQUIREMENTS PENDING FULL DETERMINATION OF NEEDS.

3. UNDRO PROVIDING EMERGENCY CASH GRANT OF USDLRS 25,000 AND UNDP ALSO PLANNING TO CONTRIBUTE EMERGENCY GRANT.

4. LRCS LAUNCHING APPEAL FOR USDLRS 1,228,000 FOR LOCAL PURCHASE OF FOOD AND RELIEF MATERIALS TO ASSIST 40,000 FAMILIES FOR THIRTY DAYS.

NAMELY AGRICULTURAL CROPS US DLRS 154 MILLION, FISH PONDS US DLRS 82,000, LIVESTOCK US DLRS 958,000, INFRASTRUCTURE US DLRS 13 MILLION, OTHER PROPERTIES US DLRS 16.9 MILLION. DEATH 196, INJURED 208, MISSING 224, OVER 650,000 FAMILIES AFFECTED, MORE THAN 200,000 HOUSES DAMAGED/DESTROYED.

2. UNDRO/UNDP RESIDENT REPRESENTATIVE COORDINATING INTERNATIONAL ASSISTANCE THROUGH MEETING DONORS/UN AGENCIES. ( DEPT. HEALTH DISTRIBUTED MEDICINES WORTH US DLRS 70,000 TO AFFECTED REGIONS. DIARRHEA AND INFLUENZA CASES REPORTED IN NORTHERN LUZON. DEPT. NATIONAL DEFENSE PROVIDED RESCUE AND EVACUATION EQUIPMENT SUCH AS AMPHIBIANS, HELICOPTERS, BOATS AND TRUCKS.)

1. PRESIDENT AQUINO VISITED TYPHOON RAVAGED AREAS.

2. TOTAL DAMAGE NOW ESTIMATED BY GONERNMENT AT US DLRS 151 MILLION.

3. GOVERNMENT GIVING PRIORITY TO AGRICULTURAL AID AND REHABILITATION. IT IS REPORTED THAT DEPARTMENT OF AGRICULTURE WITH INTERNATIONAL ASSISTANCE PLANNING REHABILITATION FOR SOME 200,000 HA OF RICE FARMS AND 5,000 CORN FARMS BADLY DAMAGED BY TYPHOON.

4. IN NUEVA ECIJA DISTRIBUTION OF RICE, SARDINES, SUGAR, BEANS AND DRIED FISH TO ABOUT 2,500 FAMILIES COMPLETED.
