28 NOVEMBER 1987

1. GENERAL

TYPHOON SISANG CODENAME NINA WITH A STRENGTH OF 250 KPH HIT COASTAL CENTRAL PHILIPPINES 25 NVEMBER 1987. THE TYPHOON TOUCHED 19 PROVINCES AND CREATED GREAT DAMAGE TO PROPERTIES, INFRASTRUCTURE, COMMUNICATIONS AND TO THE POPULATION.

C. LEAGUE OF RED CROSS SOCIETIES REPORTS THAT INITIAL SURVEY INDICATES 35,000 HOUSES DESTROYED, 45,000 FAMILIES AFFECTED.

3. RELIEF

A. GOVERNMENT HAS STEPPED UP RELIEF AND REHABILITATION ACTIVITIES IN FOLLOWING PROVINCES: BATAAN, QUEZON, CAVITE, BATANGAS, MARINDUQUE, ALBAY, SORSOGON, MASBATE, CAMARINES SUR, LEYTE AND NORTHERN SAMAR.

B. NATIONAL RED CROSS SOCIETY HAS STARTED RELIEF OPERATIONS IN ALBAY, SAMAR, MARINDUQUE, LAGUNA, QUEZON, MINDORA OCCIDENTAL, MINDORO ORIENTAL, ROMBLON, BATANGAS, CAVITE, SORSOGAN, CAMARINES NORTE AND CAMARINES SUD.

4. TO DATE GOVERNMENT HAS NOT REQUESTED INTERNATIONAL ASSISTANCE.

SITUATION

1. LATEST REPORTS RECEIVED FROM UNDRO/UNDP RESIDENT REPRESENTATIVE AND OTHER SOURCES INFORM THAT TYPHOON SISANG HAS BEEN THE MOST DESTRUCTIVE TO HIT THE PHILIPPINES COASTAL REGION FOR MANY YEARS. THE PACIFIC SEABOARD WAS BESET BY HUGE STORM SURGES AND 14 TOWNS IN THE COCONUT GROWING REGION OF BICOL WERE COMPLETELY SUBMERGED. SEVERAL HUNDRED DEATHS WERE REPORTED IN COASTAL VILLAGES OF THE SORSOGON AND ALBAY REGIONS, AMONG THE WORST HIT AREAS. THOUSANDS MORE ARE INJURED AND A LARGE NUMBER REPORTED AS MISSING. ELECTRICITY SUPPLIES AND COMMUNICATIONS HAVE BEEN CUT OFF.

2. CIVIL DEFENCE INFORMED ON THE LATEST FIGURES AS FOLLOWS:

541,214 PEOPLE AFFECTED, 80,684 RENDERED HOMELESS, DAMAGE PROPERTIES 4.8 MILLION US DLRS AND CROPS/LIVESTOCKS 2.3 MILLION US DLRS. RED CROSS REPORTS 540 DEATHS.

RELIEF ACTIVITIES

3. LOCAL DISASTER COORDINATING COUNCILS HAVE ORGANISED RELIEF TEAMS UNDER DIRECTION OF DEPARTMENT OF SOCIAL WELFARE AND NATIONAL RED CROSS. THESE TEAMS ENGAGED IN PROVIDING RELIEF BY AIR AND SURFACE TRANSPORT TO ALL AREAS AFFECTED. TEMPORARY EVACUATION CENTERS IN SCHOOLS AND CHURCHES SET UP FOR OVER 1000 FAMILIES IN BATANGAS REGION ALONE.

1. GENERAL

1. TOTAL DAMAGE CAUSED BY TYPHOON SISANG (CODENAMED NINA) TO PUBLIC AND PRIVATE SECTORS HAS BEEN EVALUATED AT ABOUT US DLRS 26,400,000. IN ADDITION THERE IS HEAVY DAMAGE CAUSED TO AGRICULTURAL SECTOR. 20,000 HOUSES ARE TOTALLY DESTROYED WHILE 42,600 ARE PARTIALLY DESTROYED. FIGURES ON DAMAGE AND CASUALTIES ARE EXPECTED TO INCREASE ONCE OUTCOME OF FINAL ASSESSMENT IS KNOWN.

II. NATIONAL/INTERNATIONAL RELIEF ASSISTANCE

2. GOP HAS EVACUATED 1,134 FAMILIES TO VARIOUS CENTERS, AND IS RELEASING 5 MT OF RICE FOR EACH AFFECTED PROVINCE. IT HAS ALSO TAKEN STEPS TO INCREASE LOCAL FOODSTOCKS IN PROVINCES.

3. LEAGUE OF RED CROSS AND RED CRESCENT SOCIETIES HAS LAUNCHED AN APPEAL FOR US DLRS 1,1 MILLION FOR LOCAL PURCHASE OF FOOD, CLOTHING AND BLANKETS AS WELL AS TRANSPORT COSTS.

4. USAID PLANNING TO SEND ONE AIRCRAFT TO SORSOGON WITH RELIEF ITEMS SUCH AS CANNED FOOD, RICE, CLOTHING AND WATER PURIFICATION TABLETS FOR DIRECT DISTRIBUTION TO MOST SERIOUSLY AFFECTED FAMILIES.

5. GOVERNMENT HAS NOT REQUESTED INTERNATIONAL ASSISTANCE SO FAR.

1. SITUATION

1. NUMBER OF CASUALTIES CONTINUES TO RISE. ACCORDING TO RECENT REPORTS THERE ARE 656 DEAD, 390 INJURED AND 152 STILL MISSING. NUMBER OF AFFECTED FAMILIES HAS RISEN TO 219,218 WHILE HOMELESS FAMILIES TO 40,174.

2. DAMAGE TO PUBLIC AND PRIVATE PROPERTY NOW ESTIMATED AT (PESOS 515,171,935) US DLRS 25,266,000. HOUSES TOTALLY DESTROYED 90,173 AND PARTIALLY DESTROYED 109,663.

II. NATIONAL/INTERNATIONAL RELIEF ASSISTANCE

3. GOVERNMENT RELIEF OPERATION CONTINUES AND 3,720 BAGS OF RICE HAVE BEEN DISTRIBUTED. SEVERAL CO-ORDINATION MEETINGS HAVE TAKEN PLACE, I.E DEPARTMENT OF SOCIAL WELFARE WITH NATIONAL AND INTERNATIONAL NGOS, NATIONAL DISASTER CO-ORDINATION COUNCIL WITH ALL MINISTRIES CONCERNED, MILITARY REPRESENTATIVES AND THE PNRC, ETC.

4. RED CROSS:

PHILIPPINE RED CROSS HAS ESTABLISHED RADIO COMMUNICATION WITH ALBAY AND SORSOGON AND DISTRIBUTED 60 MT RICE IN ALBAY, SORSOGON, CAMARINES SUR, QUEZON, LAGUNA AND PABLO CITY. DANISH RED CROSS HAS PROVIDED TWO DELEGATES FOR EXECUTION OF PROGRAMME FUNDED BY EEC.

5. MEDECINS SANS FRONTIERES (BELGIUM)

MSF HAS ELABORATED A 4-MONTH PROGRAMME TO ASSIST 380,000 PEOPLE, AND A TEAM OF 5 WILL BE SENT TO SUPERVISE THE PROGRAMME.

6. US SERVICE PERSONNEL HAS COLLECTED 150,000 POUNDS OF RELIEF SUPPLIES WHICH WERE AIRLIFTED ON 5 DECEMBER 1987 INTO LEGASPI. THESE SUPPLIES WERE CARRIED TO SEVERAL TOWNS IN SORSOGON BY HELICOPTERS.
