UNDRO INFORMATION REPORT NO. 1

SITUATION

1. A MAJOR TYPHOON (WINDS EST. 240 KPH) HIT PROVINCES SAMAR AND MASBATE, CROSSED LEYTE, CEBU, NORTHERN NEGROS AND THEN WEAKENED TO 165 KPH. CROSSED OVER SOUTHERN ILOILO AND ANTIQUE BEFORE MOVING INTO SOUTH CHINA SEA.

2. CIVIL DEFENSE REPORTS 83,776 FAMILIES (375,424 PERSONS) AFFECTED AND 40,420 FAMILIES (206,480 PERSONS) EVACUATED.

3. 10 VESSELS, INCL. 3 NAVY CRAFT AND 1 CARGO SHIP, REPORTED SUNK. PHILIPPINE COAST GUARD SEARCHING FOR 16 CREW MEMBERS MISSING FROM CARGO SHIP.

4. CASUALTIES: AT LEAST 17 DEAD, 66 INJURED. HOUSES DAMAGED: 2,893 TOTALLY, 4,347 PARTIALLY. INITIAL DAMAGE TO PROPERTY/CROPS ESTIMATED 69 MILLION PESOS (USD 2,653,846). ALL FIGURES EXPECTED TO RISE AFTER REPORTS FROM REMOTE AREAS.

RELIEF ASSISTANCE

5. LOCAL DISASTER COORDINATING CENTRES ON ALERT. MILITARY, SEA HELICOPTER AND AIRCRAFT ON STANDBY FOR POSSIBLE RESCUE/RECOVERY.

6. DEPT. SOCIAL WELFARE AND PHIL. NAT'L. RED CROSS RELIEF EFFORTS HAVE BEEN AIDED BY UNITS OF ARMED FORCES, MOBILIZED BY SECRETARY OF NAT'L. DEFENSE WHO ALSO CHAIRMAN NAT'L DISASTER COORDINATING COUNCIL.

7. U.S. PROVIDED USD 25,000 TO PHIL. RED CROSS FOR IMMEDIATE DISASTER RELIEF NEEDS. USAID APPROVED LOCAL COUNTERPARTS OF CRS TO DISTRIBUTE 97 MTS FOOD IN LEYTE AND EASTERN SAMAR.

8. UNDRO MONITORING SITUATION THROUGH UNDP/UNDRO REPRESENTATIVE. AS YET THERE HAS BEEN NO REQUEST FOR EXTERNAL ASSISTANCE.

1. FOLLOWING WIDESPREAD DEVASTATION, PRESIDENT AQUINO HAS PROCLAIMED STATE OF CALAMITY IN 29 PROVINCES AND 24 CITIES.

2. LATEST CIVIL DEFENSE FIGURES: 111 DEAD, 112 INJURED, 145 MISSING. 201,362 FAMILIES (1,183,967 PERSONS) AFFECTED. 36,862 FAMILIES (120,345 PERSONS) HOMELESS.

5. DEPT. OF SOCIAL WELFARE AND DEVELOPMENT REPORTS THAT 86,840 FAMILIES (482,199 PERSONS) HAVE RECEIVED FOOD VALUED 2,781,561 PESOS (USD 106,983).

6. DEPT. OF HEALTH SENDING 5,500 LBS ASSORTED DRUGS/MEDICINES TO ILOILO CITY FOR DISTRIBUTION TO PROVINCIAL HEALTH OFFICES IN AFFECTED PROVINCES.

7. SECRETARY OF NAT'L DEFENSE (ALSO CHAIRMAN OF NAT'L DISASTER COORDINATING CENTER) REQUESTING AIRLIFT OF 150 TENTS FROM ARMED FORCES LOGISTICS COMMAND INTO 5 AFFECTED CITIES.

1. PHILIPPINE GOVERNMENT REQUESTING INTERNATIONAL ASSISTANCE IN RELIEF EFFORTS FOLLOWING TYPHOON MIKE.

2. LATEST CIVIL DEFENSE FIGURES AS OF 19 NOV 90: 326 DEAD, 464 INJURED, 206 MISSING, 491,353 FAMILIES (3,028,188 PERSONS) AFFECTED, 94,966 FAMILIES (454,449 PERSONS) RENDERED HOMELESS.

3. ESTIMATED PROPERTY DAMAGE: USD 281.306 MILLION INCLUDING DAMAGE TO CROPS: USD 206.635 MILLION, INFRASTRUCTURE: USD 48.825 MILLION AND LIVESTOCK: USD 1.501 MILLION.

94,966 HOUSES TOTALLY DESTROYED, 224,878 HOUSES
PARTIALLY DESTROYED.

NATIONAL RESPONSE

4. DEPT. OF SOCIAL WELFARE AND DEVELOPMENT REPORTS 202,595 FAMILIES, (1,122,267 PERSONS) SERVED IN AFFLICTED REGIONS AND PROVIDED RELIEF GOODS, FOOD/CLOTHING AMOUNTING TO USD 142,307 MILLION.

5. TOTAL OF 110 TONS OF RELIEF SUPPLIES PROVIDED BY DEPT. SOCIAL WELFARE, DEPT. OF HEALTH AND PHILIPPINES NATIONAL RED CROSS AIRLIFTED TO DISASTER AREAS WITH 105 SQUAD TENTS LOANED BY ARMED FORCES. PHILIPPINES NAVY VESSELS BEING UTILIZED TO TRANSPORT RICE FROM NEARBY ISLAND PROVINCES.

PRIORITY NEEDS

6. INITIALLY IDENTIFIED EMERGENCY SUPPLIES NEEDED ARE FOOD PACKAGES, SHELTER MATERIALS, TENTS, WATER CONTAINERS, WATER PURIFIER, MEDECINES, AND FLASHLIGHTS/BATTERIES.

SITUATION

1. UPDATED REPORT AS OF 21 NOV 90: 354 DEAD, 595 INJURED, 168 STILL MISSING NEARLY A WEEK AFTER TYPHOON, STRONGEST TO HIT COUNTRY THIS YEAR. 628,059 FAMILIES (3,467,071 PERSONS) AFFECTED. 126,067 FAMILIES (603,463 PERSONS) RENDERED HOMELESS. 128,066 HOUSES TOTALLY DESTROYED, 316,497 HOUSES PARTIALLY DESTROYED.

2. ESTIMATED PROPERTY DAMAGE ROSE TO 338.4 MILLION USD INCLUDING DAMAGES TO CROPS 238.4 MILLION USD, INFRASTRUCTURE 61.5 MILLION USD AND LIVESTOCK 11.9 MILLION USD. 66 PERCENT OF DAMAGES SUSTAINED BY REGION VI (NEGROS OCCIDENTAL AND ILOILO PROVINCES).

NATIONAL RESPONSE

3. AS OF 22 NOV 365,300 USD WORTH OF RELIEF SUPPLIES CONSISTING OF FOOD STUFF, CLOTHING, RICE, CANNED GOODS, NOODLES AND MEDICAL SUPPLIES DISTRIBUTED TO 230,462 FAMILIES (1,183,649 PERSONS) IN AFFECTED AREAS BY THE DEPT. OF SOCIAL WELFARE AND DEVELOPMENT (DSWD). DEPT. OF HEALTH HAS DISTRIBUTED 1,064 BOXES OF ASSORTED MEDICINES TO PREVENT OUTBREAK OF DISEASES.

4. PHIL. NATIONAL RED CROSS REPRESENTATIVES AT LOCAL CHAPTERS DIRECTLY HANDLING RELIEF WORK HAVE DISTRIBUTED HUNDREDS OF SACKS RICE AND CARTONS SARDINES, NOODLES, PORK AND BEANS IN PALAWAN (REGION IV), ILOILO (REGION VI), AND NEGROS OCCIDENTAL AND CEBU (REGION VII).

5. LOGISTICAL SUPPORT BEING PROVIDED BY ARMED FORCES WHICH AIRLIFTED TOTAL OF 388,560 LBS OF RELIEF SUPPLIES FROM DSWD, RED CROSS AND BIGAY PUSO FOUNDATION. PHIL. NAVY FACILITATED TRANSPORT OF 8,000 PIECES ELECTRIC POSTS TO CEBU FOR RESTORATION ELECTRIC POWER.

PRIORITY NEEDS

6. IN ADDITION CANNED GOODS, SHELTER MATERIALS, TENTS, WATER CONTAINERS, FLASHLIGHTS/BATTERIES, ALSO IMMEDIATELY REQUIRED ARE HURRICANE LAMPS DUE BREAKDOWN POWER LINES. DEPT. OF HEALTH IDENTIFIED FOLLOWING MEDICAL SUPPLIES (QUANTITIES NEEDED NOT YET AVAILABLE): CHLORINE GRANULES (WATER PURIFIER) ORESOL, ANTIBIOTICS, ANTYPIRETICS, CALCIUM HYDRO-CHLORIDE, INTRAVENOUS FLUIDS AND DISINFECTANTS (RESIGEN AND SOLSAC) FOR FOGGING OPERATIONS. EMERGENCY RELIEF ASSISTANCE NEEDED IN SEVERELY AFFECTED PROVINCES IN REGIONS VI (ILOILO, NEGROS OCCIDENTAL, CAPIZ, AKLAN, ANTIQUE, GUIMARAS) AND VII (CEBU NEGROS ORIENTAL, BOHOL AND SIQUIJOR) AS WELL AS REGION VIII (LEYTE, ORMOC CITY, EASTERN SAMAR).

UNDP/UNDRO REPRESENTATIVE IN PHILIPPINES REPORTS FOLLOWING UPDATE OF SITUATIONAS OF 26 NO.: 471 DEAD, 999 INJURED, 222 STILL MISSING. 854,395 FAMILIES (4,717,541 PERSONS) AFFECTED. 184,763 FAMILIES (837,505 PERSONS) RENDERED HOMELESS. 184,763 HOUSES TOTALLY DESTROYED, 559,271 HOUSES PARTIALLY DESTROYED.

2. ESTIMATED PROPERTY DAMAGE ROSE FURTHER TO 380.8 MILLION USD INCLUDING DAMAGES TO CROPS 269L2 MILLION USD, INFRASTRUCTURE 32.6 MILLION USD AND LIVESTOCK 36.7 MILLION USD.

3. NATIONAL DISASTER CO-ORDINATING COUNCIL LINE AGENCIES CONCERNED WITH RELIEF OPERATIONS SUCH AS DEPT. OF SOCIAL WELFARE DEPT OF HEALTH AND PHIL. NATIONAL RED CROSS ARE RESPONDING ON CONTINUING BASIS TO RELIEF REQUIREMENTS THROUGH ITS LOCAL CHAPTERS. FAMILIES ASSISTED AND EMERGENCY SUPPLIES INCLUDING RICE, SARDINES, NOODLES, ETC. DISTRIBUTED TO OVER 170,000 FAMILIES.

4. CLOSE CO-ORDINATION/COMMUNICATION AMONG UN AGENCIES, BILATERAL DONORS AND GOVT CONCERNED AGENCIES MAINTAINED FOR MONITORING OF SITUATION AND ASSESSMENT OF NEED.
