The IFRC Disaster Response Emergency Fund (DREF) has allocated CHF 535,290 for the implementation of anticipatory actions to reduce and mitigate the impact of typhoon in the Philippines. This Early Action Protocol includes an allocation of CHF 318,890 for readiness and prepositioning. It undertakes annual readiness activities in order to implement early actions if and when the trigger is reached. The early actions to be conducted have been pre-agreed with the National Society and are described in the Early Action Protocol summary.
This report summarizes the annual readiness and prepositioning activities done in the reporting period. The report also includes any changes or updates done to the initially agreed plan.
In 2022, the Typhoon EAP (MDRPH049/EAP2019PH01) was activated during Typhoon Paeng, and a lessons-learned workshop was conducted by the Philippine Red Cross (PRC) with support from IFRC. The issue of the trigger being too high was highlighted in this workshop, and one of the recommendations was to review the Typhoon EAP (MDRPH049/EAP2019PH01). The PRC conducted a review of the EAP for revision with significant involvement from the chapters associated with the operation, leading to the revision of triggers, the addition of six new chapters (Apayao, Kalinga, Nueva Vizcaya, Nueva Ecija, Quirino, and Quezon), improvements in the M&E approach, and an update to the Typhoon EAP budget.
By September 2024, the Typhoon EAP was validated by the Validation Committee and formally approved in the IFRC systems. Following the series of cyclones that affected the Philippines in November 2024, the PRC successfully activated installation of shelter strengthening kits (SSKs) early action. This early action was implemented during Typhoon Marce (Yinxing), providing SSKs to 17 households in Cagayan, and during Super Typhoon Pepito (Man-Yi), where 124 houses were reinforced using SSKs in Aurora, Quirino, Isabela, and Northern Samar. This early action was activated with support from the German Federal Foreign Office and the German Red Cross under the Advancing Disaster Risk Reduction and Anticipation in the Most Vulnerable Communities (AdRRA) project. Thus, the EAP was not activated through IFRC Funding last year as the EAP was revised in September 2024 and the project agreement was signed early December 2024.
While the revision of this EAP is relatively recent, some readiness activities were initiated during the last months of 2024. Under IFRC EAP, the PRC worked closely with local chapters to conduct readiness activities and prepositioning. This included planning, formulating work plans, and coordinating with chapters to assess the SSK inventory. The assessment focused on evaluating the status of SSK materials, storage availability, and identifying potential regional storage or warehouse locations. The rollout of remaining readiness and prepositioning activities is planned for 2025.
