UNDRO INFORMATION REPORT NO. 1

SITUATION

1. FOLLOWING 479 TREMORS (HIGH FREQUENCY VOLCANIC QUAKES) SINCE 14 FEBRUARY, THE PHILIPPINE INSTITUTE OF VOLCANOLOGY AND SEISMOLOGY (PHIVOLCS)IS CLOSELY MONITORING TAAL, ONE OF THE COUNTRY'S FIVE MOST ACTIVE VOLCANOES. PHIVOLCS REPORTED NEW FISSURES EMITTING VOLUMINOUS SULPHURIC STEAM AS THE LAKE TEMPERATURE INCREASED (FROM 29.5 TO 31.5 DEGREES CELSIUS) INDICATING PROBABLE STRONG ERUPTION. TAAL VOLCANO IS ABOUT 35 MILES (55 KILOMETERS) SOUTH OF MANILA, ON ISLAND IN LAKE TAAL, WHICH HAS A POPULATION OF 6,000.

NATIONAL PREPAREDNESS MEASURES

2. PREPAREDNESS MEASURES UNDERTAKEN BY GOVERNMENT IN ANTICIPATION OF IMMINENT VOLCANIC ERUPTION:

  • ISSUANCE OF ALERT LEVEL 3 CALLING FOR TOTAL EVACUATION OF RESIDENTS IN AND AROUND THE CRITICAL AREA.
  • PHIVOLCS/PHILIPPINE AIR FORCE TAKING RECONNAISSANCE FLIGHTS FOR CLOSELY MONITORING EVERY CHANGE IN THE VOLCANO'S BEHAVIOUR TO DETERMINE THE NEED TO RAISE ALERT LEVEL 5. AN ADVANCE WARNING CENTRE HAS BEEN SET-UP NEAR TAAL TO PROVIDE A 24-HOUR MONITORING FACILITY TO ALL GOVERNMENT AGENCIES INVOLVED IN DISASTER OPERATIONS.
  • GOVERNMENT HAS ACTIVATED MULTI-AGENCY TASK FORCE WITH REPRESENTATIVES FROM THE SOCIAL WELFARE AND HEALTH DEPARTMENTS WHICH CO-ORDINATES WITH LOCAL AND NATIONAL OFFICIALS FOR THE SAFETY OF THE AFFECTED RESIDENTS.
  • OFFICE OF CIVIL DEFENCE IN CO-ORDINATION WITH THE PROVINCIAL DISASTER CO-ORDINATING COUNCIL (PDCC) IS IMPLEMENTING A PLAN TO EVACUATE PEOPLE TO SAFER AREAS, AS OF TODAY, ABOUT 200 FAMILIES (1,200 PERSONS, MOSTLY WOMEN AND CHILDREN) HAVE BEEN EVACUATED AND TEMPORARILY HOUSED AT THREE EVACUATION CENTRES SET-UP BY THE DEPARTMENT OF SOCIAL WELFARE AND DEVELOPMENT (DSWD). FOOD, TEMPORARY SHELTER AND OTHER SOCIAL SERVICES ARE BEING PROVIDED.

INTERNATIONAL RESPONSE

3. UNDP/UNDRO REPRESENTATIVE IS CLOSELY MONITORING THE SITUATION. UN DISASTER MANAGEMENT TEAM (UNDMT) HAS BEEN ALERTED.

SITUATION

1. ON 20 AND 21 FEBRUARY LOCAL VOLCANIC QUAKES RECORDED BY PHIVOLCS TAAL VOLCANIC NETWORK WERE SMALLER IN SIZE AND NUMBER, INDICATING REDUCED RISK. HOWEVER, DUE TO ANOMALOUSLY HIGH WATER TEMPERATURES OF MAIN CRATER LAKE, CONDITION OF TAAL VOLCANO REMAINS RATED BY PHIVOLCS AT ALERT LEVEL 3.

NATIONAL PREPAREDNESS MEASURES

2. PHIVOLCS IS IN PROCESS OF ESTABLISHING A TELEMETERED SEISMIC NETWORK FOR MORE ACCURATE LOCATION OF THE QUAKES BENEATH TAAL VOLCANO WHICH, TOGETHER WITH GROUND DEFORMATION DATA, SHALL ENABLE THEM TO HAVE ROUGH IDEA OF LOCATION AND DEPTH OF MAGMA BODY AND ASSESS TAAL VOLCANO'S ERUPTION POTENTIAL AS A FUNCTION OF TIME.

3. OFFICE OF CIVIL DEFENSE (OCD) REGION IV REPORTS 302 FAMILIES (ABOUT 1,578 PERSONS) ARE BEING ASSISTED IN 4 EVACUATION CENTERS. FOOD AND RELIEF ASSISTANCE BEING PROVIDED BY PHILIPPINE NATIONAL RED CROSS (PNRC), DEPARTMENT OF SOCIAL WELFARE AND DEVELOPMENT (DSWD), LOCAL DISASTER CONTROL UNIT AND LOCAL PHILIPPINE NATIONAL POLICE (PNP).

INTERNATIONAL RESPONSE

4. USAID IS PROVIDING RELIEF FOR SHELTER OF EVACUEES AND SEISMIC TELEMETRIC EQUIPMENT.

5. UNDRO/UNDP RESIDENT REPRESENTATIVE CONTINUES TO MONITOR SITUATION WITH ASSISTANCE OF UNDMT.
