Philippines: Sea mishap involving oil spillage due to sinking of Motor Tanker Solar I

I. Situation Overview
- Oil spill containment, recovery, dispersal, and clean -up operations continue with Petron Corporation and Philippine Coast Guard taking the lead and with the LGUs using voluntary workers and constituents of respective affected barangays as the main labor force.

A. Effects

1. Affected / Threatened Areas

- There were 46 barangays affected in six (6) municipalities namely: Nueva Valencia, Sibunag, San Lorenzo and Buenavista in Guimaras and Ajuy and Concepcion in Iloilo while 26 municipalities and eight (8) cities in Iloilo, Negros Occidental, Cebu and Guimaras are still threatened

- A total of 823.5 hectares fishponds; 1,143.45 hectares of DENR Marine Reserve, 245 kms of coastline; 1,128 hectares mangrove area; 16 sq kms coral reef area; and 58 hectares seaweeds plantation were affected in Nueva Valencia, San Lorenzo, Sibunag, Guimaras and Ajuy, Iloilo

- In the municipality of Sibunag, the mangrove areas of Brgys Alegria, San Isidro, Sabang, Bubog and Sebaste were affected..

2. Affected Population

- The total number of families and persons affected increased to 5,100/25,301 from 3,715.16, 785 in Nueva Valencia, Sibunag, San Lorenzo and Buenavista, in Guimaras and Ajuy and Concepcion in Iloilo.

- Residents from Sitio Luzaran of Brgy. La Paz and Sitio Banakan, Brgy. Cabalagnan, all of Nueva Valencia are being evacuated as recommended by DOH due to toxic substances.

II. Humanitarian Assistance

A. Cost of National and Local Assistance Extended

- A total of P 22,553,761.00 worth of assistance in cash and in kind have been provided by NDCC, local LGUs, (provincial, municipal, city, barangay), NGOs, other GOs, DSWD, Petron Foundation, Taas Puso Foundation and ABS-CBN Foundation.

B. On-going Clean-Up Operations and Accomplishment

- There are seven (7) vessels, 8 tug boats and 5 aircrafts from PCG, BFAR and private responders (Harbor Star, MTSC, FV Cruz, FRMSI and Petron) involved in the containment and clean up operations

- MARPOL equipment on site: 1,827 meters of oil spill booms, 6 sets oil skimmers, 7 units flexible and fast tanks, 1 unit vacuum system, 256 drums of oil dispersant 32 units back pack sprayer, 6 units sprayer with motor, 10 units high pressure pumps, 102 rakes, 48 shovels and 66 fork shovel.

- The total manpower (personnel) on site are 1,217: 223 from PCG and 994 from Petron and FRMSI

- Clean-up operations have been completed within 62 kms of coastline in Brgys Tando, Lucmayan and Igdarapdap.

- One hundred eighty (180) tons oily debris, 125 drums contaminated bunker oil and 1,224 sacks of sand & bunker oil mixtures and 5,196 sacks of oil contaminated debris have been collected.
