I. SITUATION OVERVIEW

A. BACKGROUND

-Moderate to heavy rains that prevailed since early morning of 29 December 2010 due to tail-end of a cold front triggered the occurrence of flooding and landslides in Regions IV-B, V, VII, VIII, X, XI, ARMM and CARAGA

-Affected provinces are Palawan in Region IV-B; Albay, Sorsogon and Catanduanes (Region V); Cebu, Bohol, Negros Oriental and Siquijor in Region VII; Southern Leyte, Eastern Samar, Western Samar and Leyte, in Region VIII; Lanao del Norte in Region X; Compostela Valley and Davao Oriental in Region XI; Maguindanao in ARMM; and Surigao del Norte, Surigao del Sur and Agusan del Sur in CARAGA
