I. Situation Overview

On June 18, 2008, the active low pressure Area east of northern Mindanao has developed into a tropical depression and was named Frank. It intensified into a tropical storm (TS) on June 19, 2008 with maximum sustained winds of 75 kph gustiness of up to 90 kph. TS Frank intensified further and accelerated west northwestward. On June 20, 2008, it intensified into a typhoon with maximum sustained winds of 120 kph and gustiness of up to 150 kph and made landfall over Eastern Samar while heading towards Bicol Region. On June 21, 2008, it maintained its strength as it moved towards Mindoro area and weakened as it continued to move towards Mindoro-Batangas area, It passed east of Metro Manila on June 22, 2008 then crossed central Luzon and exited over the coast of Pangasinan. On June 23, 2008, it slightly weakened as it headed towards the South China Sea. Sustained winds raged from 55 -160 kph, while its movement was from 1 1 - 15 kph.
